TO EXPRESS THE SINCERE SORROW OF THE MEMBERS OF THE GENERAL ASSEMBLY UPON THE DEATH OF ISHAM NATHANIEL "I.N." RIZER OF COLLETON COUNTY, AND TO CONVEY THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, the members of the General Assembly were deeply saddened by the death of Isham Nathaniel "I.N." Rizer of Colleton County on September 13, 2005; and
Whereas, Mr. Rizer was born January 30, 1926, in Lodge, South Carolina, to the late Marion Isham Rizer and Corine Bull Rizer; and
Whereas, he was a member of Wesley Chapel United Methodist Church for over sixty years and served as lay leader, annual conference delegate, Sunday school teacher, Superintendent of Sunday School, and Chairman of the Administrative Board; and
Whereas, in 1948, Mr. Rizer graduated from Clemson College with a B.S. in agriculture, and he later served as a member of the Colleton County Planning and Development Committee, Chairman of the South Carolina State Agriculture Stabilization and Conservation Committee, founding member of the Clemson University Alumni Association, and member of the American Legion; and
Whereas, he was the recipient of many awards and honors, including the South Carolina Granger of the Year, Outstanding Conservationist, Distinguished Service Award for thirteen years as District Commissioner, Administrator's Award for Service to Agriculture for Distinguished Individual Achievement, and South Carolina Distinguished Agriculturalist Award; and
Whereas, Mr. Rizer was an Army veteran of World War II, serving in Company A, 357th Infantry Regiment. He saw action at the Battle of the Bulge and received two Bronze Stars, the Good Conduct Medal, and the World War II Victory Medal; and
Whereas, he was a loving husband, caring father, and doting grandfather. He is survived by his wife, Daisey Folk Flowers Rizer; two sons, Marion Lucas Rizer and Phillip Nathaniel Rizer of Lodge; a daughter, Elizabeth Rizer of Chicago, Illinois; a sister, Caroline Rizer Searson of Oakridge, North Carolina; a brother-in-law, Dr. Joseph F. Flowers of Walterboro; and five grandchildren, Lucas David, Laura Elizabeth, Adrienne Elizabeth, Phillip Austin, and Victoria Anne Rizer. He was preceded in death by a brother Courtland Rizer and brother-in-law, William Flowers. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly wish to express their sincere sorrow upon the death of Army veteran, state leader, devoted husband and father, and respected citizen, Mr. Isham Nathaniel "I.N." Rizer of Colleton County and convey their deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be forwarded to his wife, Mrs. Daisey Folk Flowers Rizer.
