A CONCURRENT RESOLUTION

HONORING THE SPECIAL FRIENDSHIP BETWEEN SOUTH CAROLINA AND ISRAEL AND EXPRESSING APPRECIATION TO HIS EXCELLENCY AMBASSADOR REDA MANSOUR AND THE STAFF OF THE CONSULATE GENERAL OF ISRAEL TO THE SOUTHEASTERN UNITED STATES FOR ACTING AS SOUTH CAROLINA'S OFFICIAL LIAISON WITH THE STATE OF ISRAEL FOR TRADE, COOPERATION, EDUCATION, AND FRIENDSHIP.

Whereas, in 2007, South Carolina exported nearly thirty million dollars in goods and services to the State of Israel; and

Whereas, the United States-Israel Binational Science Foundation funds grants for scientific research and education for non-defense technological innovations. Since 1987, the University of South Carolina and its Israel counterparts have shared almost sixty thousand dollars in grants, and since 1987, two South Carolina companies, AVX Corporation and Policy Management Systems, have received these grants; and

Whereas, the United States-Israel Binational Agriculture Research and Development Fund gives grants for agricultural development, bestowing over $1.8 million to South Carolina institutions of higher learning. These grants include work with Clemson University to fight food borne illnesses through the study of naturally occurring antimicrobials, and a study to preserve the freshness of fruits and allow produce to reach more people in need; and

Whereas, Israel is the only democracy in the Middle East, and shares with the United States the strong common values of freedom of speech, freedom of religion, the democratic right to vote, and the pursuit of peace with its neighbors. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly hereby honor the special friendship between South Carolina and Israel and express appreciation to his Excellency Ambassador Reda Monsour and the staff of the Consulate General of Israel to the Southeastern United States for acting as South Carolina's official liaison with the State of Israel for trade, cooperation, education, and friendship.

Be it further resolved that the members recognize the tireless efforts of the Consulate General to Israel to the Southeastern United States to work with elected officials, facilitate artistic exchange, enlighten Americans about the situation in the Middle East, and reveal the benefits of Israel trade to regional corporations, all to promote peace and grow business, cultural, and educational ties between our two nations.

Be it further resolved that the members extend congratulations to the people of Israel on the occasion of the sixtieth anniversary of the modern State of Israel, reaffirm their strong support of the Israeli people, and the God given right of the State of Israel to exist, and offer their full support and prayers.

Be it further resolved that the members encourage further cultural, educational, and business exchanges between citizens of South Carolina and Israel through the Consulate General and welcome all opportunities to develop the special bond of friendship between South Carolina and Israel.

Be it further resolved that a copy of this resolution be forwarded to his Excellency Ambassador Reda Mansour.
