A HOUSE RESOLUTION

TO COMMEND MRS. FRANCES PENNINGTON, DEPUTY DIRECTOR OF THE AIKEN COUNTY REGISTRATION AND ELECTIONS COMMISSION, FOR HER OUTSTANDING SERVICE UPON THE OCCASION OF HER RETIREMENT, AND TO WISH HER MUCH SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

Whereas, the members of the South Carolina House of Representatives note that, after sixteen years of service, Mrs. Frances Pennington is retiring from the position of Deputy Director of the Aiken County Registration and Elections Commission on April 30, 2007; and

Whereas, Mrs. Pennington, a native of Windsor, is recognized statewide by her peers as an authority on absentee voting processes, procedures, and legislation; and

Whereas, beginning her career of service to South Carolina's voters on March 15, 1978, Mrs. Pennington was appointed to the Voter Registration Board, and served there, usually as chairman, until 1991, at which time she was appointed Deputy Director of the Aiken County Registration and Elections Commission; and

Whereas, a true professional, Mrs. Pennington has provided invaluable assistance in her work with the South Carolina Association of Registration and Elections Officials since 1979, serving as its second vice president and as a district director for the Second Congressional District, and received the association's prestigious Moore Award in 2005 as a recognition of her contributions to the association and the field of voter registration and elections; and

Whereas, she hopes to enjoy her well-earned retirement with her husband of almost forty-four years, Mr. Melvin Pennington; two daughters, Vicky Thompson and Lisa Patterson; and two grandchildren, Christopher Thompson and Jessica Thompson. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, commend Mrs. Frances Pennington, Deputy Director of the Aiken County Registration and Elections Commission, for her outstanding service upon the occasion of her retirement, and wish her much success and happiness in all her future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Frances Pennington.
