A HOUSE RESOLUTION

TO COMMEND ROBBY HOWARD, ANDREW LINDLER, AND ZACH RISH, OF CHAPIN, FOR THEIR COURAGEOUS RESCUE OF MS. PEGGY MOATES ON THE NIGHT OF JANUARY 4, 2007.

Whereas, it is with great pleasure and pride that the House of Representatives recognizes young people who, in selfless concern for others, place the safety and welfare of fellow South Carolinians above their own; and

Whereas, in their courageous rescue of Ms. Peggy Moates, Robby Howard, Andrew Lindler, and Zach Rish have shown themselves worthy of inclusion in this praiseworthy group of South Carolina's youth; and

Whereas, on the night of January 4, 2007, these young men, on their way to a basketball game at Chapin High School, where they are all freshmen, heard a noise in passing by a pond behind the school; and

Whereas, investigating the source of the noise, the boys discovered the top of a car floating up and down in the pond. They immediately called 911 and then dove into the pond to rescue the car's owner, Ms. Peggy Moates, who could not get her door open and could not swim; and

Whereas, Peggy Moates had blacked out while delivering food and medicine for Generations, a nearby assisted-living center, and had driven her car off the road and into Eagle Lake; and

Whereas, after forcing open the driver's door and pulling the victim out of the car, the boys, braving frigid waters fifteen-feet deep, took turns swimming Ms. Moates to shore, thus saving her life; and

Whereas, in performing this heroic action, Robby, Andrew, and Zach have reflected credit not only on themselves but also on their parents, their school, and their community. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, commend Robby Howard, Andrew Lindler, and Zach Rish, of Chapin, for their courageous rescue of Ms. Peggy Moates on the night of January 4, 2007.

Be it further resolved that a copy of this resolution be presented to Robby Howard, Andrew Lindler, and Zach Rish.
