VERSIONS OF THIS BILL
TO HONOR SAM JONES FOR HIS HARD WORK AND DEDICATION TO THE STATE OF SOUTH CAROLINA UPON THE OCCASION OF HIS RETIREMENT FROM THE BUDGET AND CONTROL BOARD, OFFICE OF INFORMATION SERVICES.
Whereas, Sam Jones began his career with state government with the Budget and Control Board in August 1980 with the Division of General Services; and
Whereas, in 1982, he was a part of the original consolidation of the various Board agencies that formed what is currently known as the Office of Internal Operations (OIO); and
Whereas, Mr. Jones' job duties have been in many areas of the OIO and he is retiring from his current service as an Account Fiscal Manager, responsible for the Operations areas in Finance. He has contributed much to OIO Finance, and Internal Operations as a whole including, but not limited to, the Accounts Payables, Accounts Receivables, Cash Cashier, Procurements, the Surplus Property Program, and the Procurement Card Administration areas of Finance for which he supervised ten employees; and
Whereas, he has made numerous improvements in the different areas for which he has been responsible. They include overseeing the development and implementation of an automated upload process for all Procurement Card transactions directly in the accounting system to aid in the timely processing of payments eliminating man hours previously used to input transactions; and
Whereas, Mr. Jones also was instrumental in implementing changes required by GASB 34 in the Capital Asset and Journal Entry areas. In addition, with the increased use of the Procurement Card, he implemented a monthly review process whereby Finance and Procurement personnel visit the cardholders' sites and review monthly charges to ensure that the cardholder purchases are in compliance with the Consolidated Procurement Code as well as state laws and regulations for the expenses of state funds; and
Whereas, he is not just a dedicated state employee but also is dedicated to serving his community in many capacities, such as officiating high school and college basketball and football games for more than twenty-five years and working to recruit anyone interested in officiating. He served as basketball director for the Columbia Basketball Officials Association, assists many organizations with locating officials for activities, and held the position as booking assigner informing officials which schools they will referee for the EICA Division II Football Association; and
Whereas, Mr. Jones also serves on the Board of Governors of Westminster Presbyterian Church and is an Elder of Ministry in the Church. He has been recognized on a local and national level by the Westminster Presbyterian Church for his services to the church and he has contributed greatly to his local church in Alcolu; and
Whereas, it is with great pleasure that the members of the South Carolina House of Representatives pause to acknowledge the many and varied contributions of Sam Jones to his faith, local community, and the State. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives, by this resolution, honor Sam Jones for his hard work and dedication to the State of South Carolina upon the occasion of his retirement from the Budget and Control Board, Office of Information Services.
Be it further resolved that a copy of this resolution be forwarded to Sam Jones.
