A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE JOSEPH EDWARD ALLEN OF BEAUFORT COUNTY ON THE OCCASION OF HIS RETIREMENT AFTER A LONG AND DISTINGUISHED CAREER.

Whereas, the members of the House of Representatives have learned that Joseph Edward Allen has decided to retire after a long and distinguished career; and

Whereas, upon graduation from Robert Smalls School, he attended Xavier University in New Orleans, Louisiana, where he majored in pharmacy. After two years he transferred to the Cincinnati College of Mortuary Science in Cincinnati, Ohio, graduating in 1970. He completed his internship with Leevy Funeral Home in Columbia, South Carolina, where he later became employed; and

Whereas, in 1972, Mr. Allen returned home to become the Director of Transportation for the Beaufort-Jasper Comprehensive Health Services, Inc. During this time he was one of the students in the first Basic Emergency Medical Technician (EMT) Class offered by the Beaufort Technical College, now the Technical College of the Lowcountry. He also completed the Basic EMT Instructors program and the Paramedic Certification program at MUSC, which was sponsored by the South Carolina Department of Health and Environmental Control; and

Whereas, in 1974, Mr. Allen became the first director of the then newly created Emergency Medical Services (EMS) in Beaufort and the first African-American director in the State, a position he has held for twenty-nine years. He has been an active participant in the growth and development of the emergency management system throughout the State and has served on numerous boards, committees, and associations focused on emergency services, highway safety, and health and human welfare; and

Whereas, he has continued his affiliation with the Beaufort-Jasper-Hampton Comprehensive Health Services, Inc., by serving on the board of directors from 1975-1984, 1989-1997, and 2001 to present, and also served as chairman from 1993-1995 of the Beaufort-Jasper-Hampton Comprehensive Health Services, Inc.; and

Whereas, Mr. Allen also is involved with several civic and community organizations including: member and past president of the Kiwanis Club of Beaufort; member of the Sons of Beaufort, Lodge #36, Prince Hall Mason; member of the Leadership Beaufort Class of 1989; and as a committee member of the Beaufort County Schools of Laptop Foundation; and

Whereas, being a licensed funeral director and embalmer, he was co-owner for six years of the Allen-Marshel Mortuary in Yemassee, South Carolina, and, presently, works for Marshel's Home for Funerals and the W. Leon Sherman Mortuary; and

Whereas, Mr. Allen is a member of the Tabernacle Baptist Church. He is married to Andrea Stephens Allen and is the father of three children and grandfather of one: Crystal, an assistant manger at Lowe's; Torrence, a student at Coosaw Elementary School; Karen, a third year M.D./Ph.D. student at New York University; and Daniel, a sophomore at Tennessee State University;

Whereas, it is proper and fitting that the members of House of Representatives pause in their deliberations to recognize the career of this fine and outstanding son of Beaufort County on the occasion of his retirement. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives recognize and congratulate Joseph Edward Allen of Beaufort County on the occasion of his retirement after a long and distinguished career.

Be it further resolved that a copy of this resolution be forwarded to Mr. Allen.
