A BILL

TO AMEND CHAPTER 13, TITLE 24 OF THE 1976 CODE, RELATING TO PRISONERS, TO PROVIDE THAT THE DIRECTOR OF THE DEPARTMENT OF CORRECTIONS MAY AWARD GOOD CONDUCT CREDITS TO AN INMATE WHO PERFORMS A PARTICULARLY MERITORIOUS OR HUMANITARIAN ACT; AND TO AMEND SECTION 16-3-1530, TO PROVIDE FOR VICTIM NOTIFICATION IF THE OFFENDER RECEIVES GOOD TIME CREDITS FOR PERFORMING A PARTICULARLY MERITORIOUS OR HUMANITARIAN ACT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 13, Title 24 of the 1976 Code is amended by adding:

"Section 24-13-270. The director may, in his discretion, award up to one hundred eighty days of good conduct credits to any inmate who performs a particularly meritorious or humanitarian act. The inmates' sentence must not be reduced to a level below that required by law to be served."

SECTION    2.    Section 16-3-1530 of the 1976 Code is amended by adding an appropriately numbered new item:

"( )    a department or agency having custody or custodial supervision of a person convicted or adjudicated guilty of committing an offense involving one or more victims must reasonably attempt to notify each victim upon request, of an award of good time credits to an inmate pursuant to Section 24-13-270."

SECTION    3.    This act takes effect upon approval by the Governor.
