TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF HIGHWAY 76 IN MARION COUNTY BETWEEN MULLINS MOTORS AND THE CORNER OF MAIN STREET "SUPREME COURT JUSTICE, STATE SENATOR, JOHNNY H. WALLER HIGHWAY" AND ERECT APPROPRIATE MARKERS AND SIGNS ALONG THE PORTION OF HIGHWAY 76 THAT CONTAIN THE WORDS "SUPREME COURT JUSTICE, STATE SENATOR, JOHNNY H. WALLER HIGHWAY".
Whereas, the only child of J. Henry Waller and Elnita R. Waller, John H. Waller was born on October 31, 1937 in the small, rural town of Mullins, South Carolina; and
Whereas, a 1959 graduate of Wofford College, Justice Waller served as a Second Lieutenant in the United States Army for one year before becoming discharged from active service. He continued to serve for many years in the United States Army Reserve and United States National Guard and was ultimately discharged as Captain; and
Whereas, upon leaving active military service, Justice Waller enrolled in the University of South Carolina School of Law, receiving his law degree in 1963. After graduation, Justice Waller returned to Mullins to practice law; and
Whereas, in 1967, Justice Waller was elected to the South Carolina House of Representatives, where he served with distinction for five terms. As a freshman legislator, Justice Waller was awarded the Distinguished Service Award by the Municipal Association of South Carolina; and
Whereas, earning the respect and admiration of his fellow legislators, Justice Waller was elected Assistant House Majority Leader in 1973 and became the House Majority Leader in 1975; and
Whereas, in 1976, Justice Waller successfully ran for a position in the South Carolina Senate, and in his fourth year as Senator he became a Circuit Court Judge for the Twelfth Judicial Circuit; and
Whereas, a Circuit Court Judge from 1980 until 1994, Justice Waller was a member and chairman of both the Circuit Court Judges Advisory Committee and the Judicial Standards Committee; and
Whereas, on May 11, 1994, Justice Waller was elected to fill the seat of Justice on the South Carolina Supreme Court, where he serves as an esteemed judge today; and
Whereas, a devoted husband and father, Justice Waller shares a loving marriage with the former Debra Anne Meares and adores his four children, Ryan Meares Waller, Rand Ellis Waller, John H. Waller III, and Melissa Waller Spearman; and
Whereas, it is fitting and proper for the members of the South Carolina Senate to honor Justice Waller for his outstanding service to the State of South Carolina by naming the stretch of highway between Mullins Motors and the corner of Main Street in Mullins, South Carolina, after him. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, request that the Department of Transportation name the portion of Highway 76 in Marion County between Mullins Motors and the corner of Main Street "Supreme Court Justice, State Senator, Johnny H. Waller Highway" and erect appropriate markers and signs along the portion of Highway 76 that contain the words "Supreme Court Justice, State Senator, Johnny H. Waller Highway".
Be it further resolved that a copy of this resolution be forwarded to the South Carolina Department of Transportation.
