A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR RACHEL E. SILVER, OF RICHLAND COUNTY, FOR HER VOLUNTEER WORK FOR FOSTER CHILDREN IN SOUTH CAROLINA, AND TO CONGRATULATE HER UPON BEING NAMED 2007 FOSTER CARE REVIEW BOARD MEMBER OF THE YEAR.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Rachel E. Silver was named the 2007 Foster Care Review Board Member of the Year from among two hundred volunteers across the State; and

Whereas, panels of community volunteers appointed by the Governor review cases of abused and neglected children in foster care to promote safe and permanent homes in a timely manner and to provide a system of accountability and advocacy; and

Whereas, a wife and mother, Rachel Silver routinely provides the Richland County legislative delegation with activity from the Richland County Review Boards; and

Whereas, as the former coordinator of the Review Boards and a former public relations and advertising professional, she brings a wealth of experience and knowledge to the Foster Care Review Board that she serves; and

Whereas, in 2007, Rachel Silver responded to an expressed need of the foster parents by organizing and securing child care workers for monthly membership meetings of foster parents, and in this effort she helped to double the membership that year; and

Whereas, she provided child care, activities, and food for the children during these meetings, but to benefit the children and further involve the community in this worthy program, she secured the assistance of Columbia International University to provide four graduate students in clinical therapy studies who offer art therapy for the children during the monthly meetings; and

Whereas, the members of the South Carolina House of Representatives express their deep appreciation to Rachel E. Silver for her service to foster children and their foster parents in Richland County. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Rachel E. Silver, of Richland County, for her volunteer work for foster children in South Carolina, and congratulate her upon being named 2007 Foster Care Review Board Member of the Year.

Be it further resolved that a copy of this resolution be presented to Rachel E. Silver.
