A HOUSE RESOLUTION

TO HONOR AND CELEBRATE THE LIFE OF MR. WILLIAM RICHARD "BILL" MCCLANAHAN, OF RICHLAND COUNTY, A GOOD FRIEND TO MANY.

Whereas, in June 2005, Richland County lost a good friend in Mr. William Richard "Bill" McClanahan, but its people, encouraged by remembering his legacy and inspired to emulate it, take pleasure in celebrating the life of their friend; and

Whereas, Bill McClanahan was born on August 23, 1930, to Dick and Erma McClanahan, of Snohomish, Washington; and

Whereas, young McClanahan answered the call of his country to serve in the United States Marine Corps during the Korean War, in which he was a forward observer. After further military service, he retired from the United States Air Force as a special envoy to the National Security Agency in Washington, D.C., and as an avid pilot, he held the rank of major in the South Carolina Civil Air Patrol; and

Whereas, known for his keen intellect and quick wit, he designed the first computerized criminal history system for this State in 1971 at the South Carolina Law Enforcement Division, following which he became SLED's data processing manager; and

Whereas, in 1974, he married his wife, Kay, SLED's first female agent, she being already employed as a forensic chemist and agent at SLED when he arrived; and

Whereas, later, the versatile Bill McClanahan changed fields, obtaining a bachelor's degree in accounting at the University of South Carolina and taking up his duties as chief financial officer with a five-state health care company; and

Whereas, retiring in 1992 to his Lower Richland County property, Homestead Farms, to raise racehorses, he produced the high-earning South Carolina-bred thoroughbred racing mare in 2000; and

Whereas, as a part of his committed involvement with the community, Bill McClanahan dedicated much time and energy to fighting for the rights of rural property owners, particularly Lower Richland County landowners of African-American descent. Over many years of active involvement, Mr. McClanahan and his family suffered numerous hardships, due to their unflinching loyalty to this cause; and

Whereas, his loyalty and devotion to his family, his friends, his State, and his country were admired by all who knew him, and he will be remembered with affection and gratitude for many years to come. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, honor and celebrate the life of Mr. William Richard "Bill" McClanahan, of Richland County, a good friend to many.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Kay McClanahan.
