TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 6-13-15 SO AS TO AUTHORIZE A RURAL COMMUNITY WATER DISTRICT TO PROVIDE A SEWAGE COLLECTION SYSTEM WITHIN THE DISTRICT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 13, Title 6 of the 1976 Code is amended by adding:
"Section 6-13-15. (A) A district, as created and operated under the provisions of this article, in addition to other duties and powers conferred to it under this article, may:
(1) construct, operate, and maintain a system of collection of sewage for the citizens located in the district;
(2) enter into contracts with a public or private agency for the collection of sewer charges;
(3) place into effect, revise, enforce, and collect a schedule of charges for its sewage collection service; and
(4) adopt regulations regarding the operation of the sewage collection service.
(B) The authority granted in this section does not confer on a district the authority or power to construct or operate a sewage treatment facility."
SECTION 2. This act takes effect upon approval by the Governor.
