A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-735 SO AS TO PROVIDE THAT THE EMPLOYEE INSURANCE PROGRAM OF THE BUDGET AND CONTROL BOARD IS DIRECTED TO DEVELOP, FOR EMPLOYEES AND THEIR SPOUSES WHO PARTICIPATE IN THE HEALTH PLANS OFFERED BY THE EMPLOYEE INSURANCE PROGRAM, AN INCENTIVE PLAN IN ORDER TO ENCOURAGE PARTICIPATION IN PROGRAMS THAT PROMOTE HEALTH AND PREVENTION OF DISEASE, AND TO PROVIDE THAT THE EMPLOYEE INSURANCE PROGRAM, UPON APPROVAL OF THE BUDGET AND CONTROL BOARD, IS FURTHER DIRECTED TO IMPLEMENT A PREMIUM REDUCTION OR OTHER FINANCIAL INCENTIVE, BEGINNING ON JANUARY 1, 2008, FOR THOSE EMPLOYEES AND THEIR SPOUSES WHO PARTICIPATE IN THESE PROGRAMS.

Amend Title To Conform

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 5, Chapter 11, Title 1 of the 1976 Code is amended by adding:

"Section 1-11-735.    The Employee Insurance Program of the Budget and Control Board is directed to review the health plans offered by the Employee Insurance Program in order to identify possible incentives to be offered to plan participants to encourage participation in programs, offered by the Employee Insurance Program, that promote health and prevention of disease. The Employee Insurance Program is further directed to develop a proposal based on the review that shall include, but not be limited to, possible premium reductions or other financial incentives for those plan participants who participate in these programs. The proposal shall be submitted to the Senate Finance Committee and the House Ways and Means Committee by January 15, 2008."

SECTION    2.    This act takes effect upon approval by the Governor.
