To whom was referred a Joint Resolution (H. 4565) to direct the South Carolina Employment Security Commission to name the Charleston County Employment Security office building on Lockwood Boulevard, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO DIRECT THE SOUTH CAROLINA EMPLOYMENT SECURITY COMMISSION TO NAME THE CHARLESTON COUNTY EMPLOYMENT SECURITY OFFICE BUILDING ON LOCKWOOD BOULEVARD THE "J. GRAHAM ALTMAN BUILDING" AND TO PROVIDE APPROPRIATE SIGNAGE FOR THE BUILDING.
Whereas, the State of South Carolina has been the beneficiary of the good works of innumerable loyal and dedicated public servants, among whom was the late J. Graham Altman, the father of our former colleague, the Honorable John Graham Altman III; and
Whereas, J. Graham Altman was an admired and greatly respected leader in Charleston County, a pillar of the community known for his energy, integrity, and dedication; and
Whereas, J. Graham Altman was deeply dedicated to the growth and development of Charleston County, and as Director of the Charleston County Employment Security Office, he played an integral role in bringing economic prosperity to Charleston County after World War II; and
Whereas, with the creation of the Charleston Development Board and the South Carolina State Technical Education System, industry began to flow into Charleston County, and the need to interface job applicants, training programs, and the needs of industry became a critical link in the chain of economic growth; and
Whereas, J. Graham Altman developed and administered the indispensable job application component of this energetic effort. In order to create an effective process, he transformed the system and brought together all the players involved in creating these jobs in Charleston, resulting in a cohesive, coordinated process, which became the model for the State; and
Whereas, it is proper and fitting that the South Carolina Employment Security office building at 176 Lockwood Boulevard in Charleston be named in honor and memory of this diplomatic, effective, and tireless public servant and community leader. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The South Carolina Employment Security Commission shall name the Charleston County Employment Security office building the "J. Graham Altman Building" and shall provide appropriate signage for the building.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
