A SENATE RESOLUTION

TO RECOGNIZE THE DISTINGUISHED MILITARY CAREER OF BRIGADIER GENERAL CHRISTOPHER T. CLINE AND HIS MANY ACCOMPLISHMENTS AND WELCOME HIM TO SOUTH CAROLINA.

Whereas, Brigadier General Christopher T. Cline has served his country faithfully and with distinction for nearly thirty years; and

Whereas, BG Cline's indoctrination to military life began early as the son of a U.S. Air Force Troop Carrier Pilot with multiple childhood homes in various military installations across the southern United States and Europe; and

Whereas BG Cline began his military career in earnest, after graduating from Ohio State University with a B.A. in English Literature and receiving his J.D. from Capital Law School, through a direct commission into the Ohio National Guard in 1981, where he served for the next seventeen years. His positions in the Ohio National Guard included Trial/Defense Counsel in the 73rd Infantry Brigade, Staff Judge Advocate for Command and Control Headquarters, and Staff Judge Advocate for the 112th Medical Brigade; and

Whereas, BG Cline's significant military education accomplishments include the Judge Advocate Basic and Advanced Courses, the AMEDD and Military Intelligence Advanced Courses, and the Army Command and General Staff College, the 37th Military Judge Course. Further, he was certified as a military judge in 1994 as the first National Guard military judge so certified, and in 2001 then COL Cline received a M.S.S. in Strategic Studies from the U.S. Army War College; and

Whereas, BG Cline's service in the United States Army Reserve includes a plethora of significant accomplishments, crucial assignments, and well-earned military awards; and

Whereas, General Cline transferred to the U.S. Army Reserve in 1998 and was first Deputy Staff Judge Advocate and then Staff Judge Advocate of Eighth U.S. Army (CONUS); and

Whereas, in 2002 he served as the Commander of the 9th Legal Support Organization. In January 2003, his unit was mobilized and served under XVIII Airborne Corps at Ft. Bragg, North Carolina. In July 2004, BG Cline served as the Assistant Staff Judge Advocate, United States Strategic Command at Offutt Air Force Base, Omaha, Nebraska; and

Whereas, in October 2005, BG Cline was called to active duty and assigned to the Department of Defense where he served as Associate Deputy General Counsel and was further detailed to the Undersecretary of Defense for Policy where his work involved negotiation and drafting of international agreements and coordination of related actions for the Department of Defense; and

Whereas, from March to September 2006, BG Cline served as legal counsel and a member of the United States delegation appointed to negotiate the terms of the realignment of U.S. forces from the Republic of Iceland; and

Whereas, BG Cline was appointed as the Assistant Judge Advocate General for Military Law and Operations in April 2007; and

Whereas, of special note are BG Cline's efforts in forming the first USAR Legal Command which he led from June of 2008 until October of 2009. In that capacity, he commanded the first consolidated unit to include all Army Reserve Judge Advocates and paralegals assigned to Legal Support Organizations in the country. His command included the twenty-three Legal Support Organizations units from across the nation, and most notably, the best Legal Support Organization in the country, the 12th LSO located here at Fort Jackson, South Carolina; and

Whereas, while serving as the first Commander of the USAR Legal Command, BG Cline simultaneously served as the last Commander of the 90th Regional Readiness Command in Little Rock, Arkansas from June 2009 until December 15, 2009, upon its deactivation; and

Whereas, BG Cline participated in the first Legal Command sponsored Field Training Exercise to further develop the basic soldier skills of Judge Advocates and paralegals, which was conducted at Fort Jackson, South Carolina in April 2009. Under his command, the USAR Judge Advocates and paralegals in South Carolina worked with the Judge Advocates of the South Carolina National Guard, which resulted in creating a joint training exercise between the two groups scheduled for April 2010 at the McCrady Training Center on Fort Jackson; and

Whereas, BG Cline's military awards include the Defense Meritorious Service Medal, Meritorious Service Medal with Oak Leaf Cluster, the Army Commendation Medal, the Ohio Commendation Medal, the Army Achievement Medal, the Excellence in Competition Medal, Bronze, Rifle, and the "Governor's Twenty" marksmanship tab. He is entitled to wear the Office of Secretary of Defense Identification Badge and the Army Staff Identification Badge; and

Whereas, it is appropriate for the members of the Senate to commend the truly tremendous military service of BG Cline and thank him for his devotion to the military professionals of the Army Reserve and to welcome him to Columbia, South Carolina as he attends the 12th LSO Legal Onsite during the weekend of January 22-24, 2010. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate, by this resolution, recognize and commend Brigadier General Christopher T. Cline on a distinguished military career spanning nearly thirty years of outstanding achievement and heartily welcome him to Columbia, South Carolina as he attends the 12th LSO Legal Onsite from January 22-24, 2010.

Be it further resolved that a copy of this resolution be forwarded to Brigadier General Christopher T. Cline.
