A SENATE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA SENATE UPON THE PASSING OF DR. NOBLE P. COOPER OF RICHLAND COUNTY AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of Dr. Noble P. Cooper of Richland County on April 9, 2010; and

Whereas, the youngest son of Ada Sawyer Cooper and Dr. Henry H. Cooper, he was born in Columbia on July 14, 1929, and graduated with honors from Booker T. Washington High School; and

Whereas, having earned his undergraduate degree cum laude at Johnson C. Smith University in 1950, he graduated from the Howard University School of Dentistry in 1954; and

Whereas, upon graduation, Dr. Cooper was chosen to participate in a special career program with the United States Air Force and served as chief of one of the dental clinics at the 6110th United States Air Force Hospital in Nagoya, Japan; and

Whereas, after three years in the military, he returned to Columbia and opened a dental practice in the historic Waverly community. Civil rights being to Dr. Cooper an issue of paramount importance, he accepted civic responsibility and joined with Rev. I. DeQuincy Newman to overturn segregation in South Carolina; and

Whereas, a member of more than twenty boards and even more civic organizations, he paved the way for many other African Americans to play a significant role in their communities; and

Whereas, for over thirty years, he volunteered with the Richland County Children's Clinic to provide dental services for those who were unable to afford it; and

Whereas, Dr. Cooper also served his professional community as treasurer of the Congaree Medical, Dental and Pharmaceutical Association for twenty years, president of the Palmetto Medical, Dental and Pharmaceutical Association (PMDPA), and chairman of PMDPA's dental section for fifteen years; and

Whereas, for more than twenty years, he practiced dentistry with his eldest son and witnessed phenomenal technological advances as the computer revolutionized dentistry, as air-driven medical equipment transformed dental techniques, and as modern medicines brought new dimensions to the dental field; and

Whereas, he did not go unrecognized for his outstanding achievements. His many awards include the Order of the Palmetto, the highest honor the State of South Carolina can bestow on a civilian for service to the citizens of the Palmetto State; and

Whereas, a man of faith, he served his God as a lifelong member of Wesley United Methodist Church; and

Whereas, he and his dear wife, Carole, raised three fine sons, Dr. Noble P. Cooper, Jr., Dr. Ford S. Cooper, and Martin D. Cooper, who blessed their parents with seven grandchildren; and

Whereas, grateful for the high standards Dr. Cooper brought to his professional, civic, and personal life, the Senate with one voice celebrates the lasting legacy this truly noble gentleman has bequeathed to the Palmetto State. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, express the profound sorrow of the members of the South Carolina Senate upon the passing of Dr. Noble P. Cooper of Richland County and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be provided to Mrs. Carole J. Cooper for the family.
