A SENATE RESOLUTION

TO CONGRATULATE MR. ROBERT WILLIAM BARFIELD UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR NEARLY THIRTY-FOUR YEARS OF DEDICATED SERVICE TO THE STATE OF SOUTH CAROLINA, AND TO EXTEND BEST WISHES FOR MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is with great pleasure that the South Carolina Senate recognizes individuals who give tirelessly of themselves as dedicated public servants; and

Whereas, Robert William Barfield is much admired for his committed service to the citizens of South Carolina with the South Carolina Department of Disabilities and, previous to that, the South Carolina Department of Health and Environmental Control; and

Whereas Mr. Barfield was initially hired as a Senior Budget Analyst and was promoted through the ranks of two state agencies to achieve the position of Deputy State Director of Administration at the South Carolina Department of Disabilities and Special Needs (DDSN) in recognition and appreciation of his outstanding abilities, expertise, and exemplary job performance; and

Whereas, Mr. Barfield has demonstrated his commitment and support of people with disabilities and special needs, fully utilizing his vast knowledge and management of state and federal funding resources, and especially Medicaid; and

Whereas, his actions directly resulted in DDSN's ability to increase the number of individuals receiving services from 7,700 to 30,500 during his length of service; and

Whereas, Mr. Barfield's respect in the profession of disability service delivery caused his election to the Board of Directors of the South Carolina Chapter of the American Association on Mental Retardation for more than five years, and he was elected and served as its Chairman in 2002; and

Whereas, Mr. Barfield was honored with the Presidential Award in grateful appreciation for his outstanding contributions by the South Carolina Human Service Providers Association; and

Whereas, Mr. Barfield provided knowledge and leadership to the State of South Carolina for nearly thirty-four years and is highly respected by his peers, having been elected and served as President of the State Deputy Directors Organization 2003 -- 2004, and Vice President 2001 -- 2002; and

Whereas, he applied sound principles and judgment in the performance of his job duties and has given of his time, energy, and talents to the business of the State of South Carolina, contributing significantly to the improvement of the lives of those served. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Robert William Barfield upon the occasion of his retirement, commend him for nearly thirty-four years of dedicated service to the State of South Carolina, and extend best wishes for much happiness and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Robert William Barfield.
