To whom was referred a House Resolution (H. 5067) to establish a study committee to review, study, and make recommendations concerning the business license process in the State, and to require the study committee to report its, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO ESTABLISH A STUDY COMMITTEE TO REVIEW, STUDY, AND MAKE RECOMMENDATIONS CONCERNING THE BUSINESS LICENSE PROCESS IN THE STATE, AND TO REQUIRE THE STUDY COMMITTEE TO REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE HOUSE LABOR, COMMERCE AND INDUSTRY COMMITTEE NO LATER THAN JANUARY 31, 2011, AT WHICH TIME THE STUDY COMMITTEE IS DISSOLVED.
Be it resolved by the House of Representatives:
(A) That a study committee is established to study the municipal and county business license process in this State.
(B) The study committee is composed of the following seven members:
(1) one member appointed by the Chairman of the House Labor, Commerce and Industry Committee;
(2) one member appointed by the Chairman of the House Judiciary Committee;
(3) the Executive Director or his designee of the Municipal Association of South Carolina;
(4) the Executive Director or his designee of the South Carolina Association of Counties;
(5) the state Director or his designee of the South Carolina National Federation of Independent Business;
(6) the President or his designee of the South Carolina Chamber of Commerce; and
(7) the President or his designee of the South Carolina Business License Officials Association.
(C) Members of the study committee may not receive per diem, subsistence, and mileage.
(D) The House Labor, Commerce and Industry Committee shall provide staffing for the study committee.
(E) The study committee shall submit its finding and recommendations to the House Labor, Commerce and Industry Committee no later than January 31, 2011, at which point the study committee is dissolved.
