A HOUSE RESOLUTION

TO CONGRATULATE MICHAEL N. GARRETT, PE, PUBLIC WORKS DIRECTOR FOR SPARTANBURG COUNTY, UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is with great pleasure that the South Carolina House of Representatives honors those individuals who give tirelessly of themselves to the welfare of this great state's citizenry; and

Whereas, Michael N. Garrett, PE, Public Works Director for Spartanburg County, stands among their number as an outstanding public servant, one much admired for his invaluable contributions to the improvement of Spartanburg County's infrastructure and quality of life; and

Whereas, in preparation for his life's work, Mr. Garrett graduated from the University of Kentucky with a bachelor's degree in civil engineering and the University of Rhode Island with a master's degree in environmental engineering; and

Whereas, since December 2003, when he became Public Works Director for Spartanburg County, he has been responsible for the administration of the Roads & Bridges Division, Solid Waste Division, and the Engineering Division. His leadership, fiscal management, and infrastructure improvements enabled the county to provide satisfactory service levels to customers and citizens in an effective, efficient manner; and

Whereas, during his years with Spartanburg County, Mr. Garrett has been chairman of the CTC Advisory Committee. Along with overseeing day-to-day CTC activities, he implemented the C Fund Project Priority Program that prioritized C Fund projects. As chairman of the C Funds Advisory Committee, he managed the completion of $45 million in projects; and

Whereas, a few of the numerous other projects he managed as public works director are the expansion, improvement, and closure of two cells at the Wellford Landfill; the construction of sidewalks, walking trails, and other amenities for Spartanburg County; and the Victor Mill cleanup; and

Whereas, having made his mark and set the bar of achievement extraordinarily high in his profession, Mr. Garrett will be remembered with affection and gratitude by colleagues and legislative friends for years to come. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Michael N. Garrett, PE, Public Works Director for Spartanburg County, upon the occasion of his retirement, commend him for his many years of dedicated service, and wish him much happiness and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Michael N. Garrett.
