A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 55-1-110 SO AS TO PROVIDE THAT FIXED-BASED OPERATORS, AS DEFINED BY THE AERONAUTICS COMMISSION OF THE STATE BUDGET AND CONTROL BOARD, AT AN AIRPORT LOCATED IN SOUTH CAROLINA MAY NOT CHARGE A FEE, INCLUDING A RAMP FEE, TO AIRCRAFT THAT DO NOT USE THEIR SERVICES AND ARE PARKED AT THE AIRPORT LESS THAN A FULL DAY IF ANY LOCAL, STATE, OR FEDERAL FUNDS HAVE BEEN USED TO FUND OR IMPROVE THE AIRPORT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 1, Title 55 of the 1976 Code is amended by adding:

"Section 55-1-110.    Fixed-based operators, as defined by the Aeronautics Commission of the State Budget and Control Board, at an airport located in South Carolina may not charge a fee, including a ramp fee, to aircraft that do not use their services and are parked at the airport less than a full day if any local, state, or federal funds have been used to fund or improve the airport."

SECTION    2.    This act takes effect upon approval by the Governor.
