TO RECOGNIZE AND HONOR BROOKE MOSTELLER, AN OUTSTANDING STUDENT, ATHLETE, AND ACTIVIST, AND TO CONGRATULATE HER ON THE STATEWIDE SUCCESS AND EFFECTIVENESS OF HER COLLEGE APPLICATION DAY PROGRAM.
Whereas, the members of the General Assembly of the State of South Carolina commend the work of Charleston County native Brooke Mosteller, 2012 cum laude graduate of Furman University, in creating and promoting College Application Day (CAD); and
Whereas, even though she was the salutatorian of Wando High School's 2008 graduating class of more than six hundred forty seniors, was a Palmetto Fellows Scholar, the state's highest merit scholarship, and was recognized on the SAT "Wall of Fame," she found the scope of each application on the online college application process challenging; and
Whereas, she and her parents concluded that thousands of other South Carolina high school seniors and their parents probably had the same frustrations and would benefit from a more organized and action-oriented approach to the online application process; and
Whereas, Brooke and her mother, Cyndi Campsen Mosteller, took the concept of CAD to the South Carolina Commission on Higher Education in 2008, where the idea received enthusiastic response, and the pilot South Carolina CAD successfully launched in November 2009 with ten high schools participating and a thousand students completing two thousand college applications in a computer-cluster environment surrounded by teachers, principles, and college admissions staff; and
Whereas, she learned from the University of South Carolina's Policy Research reports that only twenty-nine percent of the state's high school graduates enter college immediately, and from the Darla Moore School of Business she learned that "on average, individuals holding bachelor's degrees earn $1.2 million more than individuals with a high school diploma" over their lifetime; and
Whereas, the report estimates that if the State increased the percentage of workforce college-degree holders by five percent, it would realize an annual gain of $6.9 billion in new personal income and $7.8 billion in the state's gross product; and
Whereas, now CAD, which grew out of Brooke Mosteller's personal experience with the online college application process, is a statewide initiative of the South Carolina Commission on Higher Education and received the public endorsement of former Governor and Secretary of Education Richard Riley, who declared October as South Carolina College Application Month; and
Whereas, in collaboration with the commission's Dr. Karen Woodfaulk, Brooke Mosteller brought CAD to one hundred twenty-one high schools statewide with 20,820 seniors completing 42,968 applications in the fall of 2011, more than fifty percent of whom are minority and twenty-five percent of whom are first generation applicants; and
Whereas, a three-year Dean's List laureate at Furman, Ms. Mosteller was named one of fifteen female juniors at Furman to receive the 2011 Senior Order for their academic excellence and leadership, and in 2012, she received the Political Science Faculty Choice Award, annually given to three Furman seniors with exemplary commitment to the political science department; and
Whereas, this talented student proved her prowess on the athletic field as well when she took the Southern Conference 5k championship for outdoor track in 2010 in only the second race of her life. During her collegiate career, she set school records in the 5k and steeplechase and was named Southern Conference Track Athlete of the Week in April 2012; and
Whereas, she lettered in tennis as well as track at Furman after posting second and third status on the Wando High School state championship tennis team in the AAAA division; and
Whereas, Ms. Mosteller was crowned Furman's Homecoming Queen, a title which her mother also held, and she will compete in the Miss South Carolina Pageant in July as Miss Greenville Scottish Games; and
Whereas, the South Carolina General Assembly appreciates the successful efforts of Brooke Mosteller, an outstanding daughter of the Palmetto State, to benefit the prosperity of our citizens and the welfare of our state's economy. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and honor Brooke Mosteller, an outstanding student, athlete, and activist, and congratulate her on the statewide success and effectiveness of her College Application Day program.
Be it further resolved that a copy of this resolution be presented to Brooke Mosteller.
