VERSIONS OF THIS BILL
TO DIRECT THE SECRETARY OF STATE TO PROVIDE MEMBERS OF THE SOUTH CAROLINA CONGRESSIONAL DELEGATION WITH NOTICE THAT THE GENERAL ASSEMBLY AND THE GOVERNOR STRONGLY ENCOURAGE THE MEMBERS OF THE CONGRESSIONAL DELEGATION TO SPONSOR OR CO-SPONSOR AND VOTE FOR A FEDERAL CONSTITUTIONAL AMENDMENT PROVIDING FOR TERM LIMITS OF A SPECIFIC LENGTH, TO PROVIDE THAT THE NOTICE IS NO LONGER REQUIRED WHEN THE UNITED STATES CONGRESS APPROVES THE CONSTITUTIONAL AMENDMENT, AND TO PROVIDE FOR WHEN THE NOTICE MUST BE GIVEN.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The Secretary of State is directed to notify in writing all members of the South Carolina congressional delegation that the General Assembly and the Governor strongly encourage them to sponsor or co-sponsor and vote for an amendment to the United States Constitution that provides limits on the number of terms a person may serve in office to three terms in the United States House of Representatives and two terms in the United States Senate. The notice must also strongly encourage the members of the congressional delegation not to sponsor, co-sponsor, or vote for a constitutional amendment that contains limits on terms of any other length. The notice must further urge the members of the congressional delegation to request other members of the United States House of Representatives and United States Senate to only approve an amendment containing the limits on terms contained in this resolution.
SECTION 2. The Secretary of State must provide this written notice to members of the South Carolina congressional delegation until an amendment to the United States Constitution containing the terms provided in this resolution is approved by the constitutionally mandated majorities in both houses of Congress.
SECTION 3. The initial notice must be delivered to each member of the South Carolina congressional delegation within thirty days of the effective date of this resolution. Thereafter, the notice must be delivered to each member of the South Carolina congressional delegation within thirty days of the date upon which each member's election is certified.
SECTION 4. This joint resolution takes effect upon approval by the Governor.
