A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE DEATH OF DR. SPENCER C. "DOC" DISHER, JR., OF ORANGEBURG AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina General Assembly were deeply saddened to learn of the death of Dr. Spencer C. "Doc" Disher, Jr., of Orangeburg on January 4, 2012; and

Whereas, a practicing physician in Orangeburg for forty-seven years, Dr. Disher was born a son of Spencer C. Disher, Sr., and Juliette Thompson Disher in Darlington; and

Whereas, in preparation for his life's work, he graduated from Mayo High School in Darlington, after which he earned his bachelor's degree in chemistry from South Carolina State University in Orangeburg and his medical degree from Meharry Medical College in Nashville. From 1960 to 1961, Dr. Disher performed his residency training at Kate B. Reynolds Hospital. He served in the United States Army from 1961 to 1963; and

Whereas, his path as a minority physician during the civil rights era in Orangeburg was not an easy one, but despite the challenges, Dr. Disher joined the staff of the Orangeburg-Calhoun Regional Medical Center in 1970. He went on to become a respected staff member, including serving as chief of staff in 1988, and was honored by the center's trustees upon his retirement in 2010; and

Whereas, as a man of faith, he was a member of New Mount Zion Baptist Church, where he served the Christian Development Hour Sunday School program. He also served as director of student health and as college physician at Claflin University in Orangeburg; and

Whereas, Dr. Disher was presented with many awards during his lifetime; among them, he was included in the United States Congressional Record by Congressman James E. Clyburn in November 2010, the highest honor given by a member of Congress to a constituent; and in 2011 he received the Bythewood Award from Claflin University. Throughout his long and distinguished career and his tireless community and professional service, Dr. Disher had numerous memberships and affiliations; and

Whereas, he was a 33rd Degree Mason, Prince Hall Affiliated, and, among his other memberships and affiliations, he was a member of the Shriners, NAACP, South Carolina Medical Association, Orangeburg Area Mental Health Center Board of Directors, National Medical Association Board of Trustees, Meharry Medical College Board of Trustees, and Chi Delta Mu and Omega Psi Phi fraternities. In addition, he was a member of the American Academy of Family Physicians and served as Vice President of the South Carolina chapter; he was Vice President of the South Carolina State Board of Medical Examiners; and he was President of the Greater Orangeburg Area Medical, Dental and Pharmaceutical Society and President, as well as, Executive Vice President for Medical Affairs to the Palmetto Medical, Dental and Pharmaceutical Association; and

Whereas, Dr. Disher leaves to cherish his memory his beloved wife, Annette Moorer Disher; daughters, Evelyn Disher, Sheera Disher Yates, Dr. Yolanda N. Brannon, and Stacy King; sons, Spencer C. Disher III, George Disher, Dr. Anthony Disher, and Dr. Joseph Brannon, Jr.; seven grandchildren; and a host of other relatives and friends. He will be greatly missed. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their profound sorrow upon the death of Dr. Spencer C. "Doc" Disher, Jr., of Orangeburg and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Annette Moorer Disher for the family.
