A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND THE HONORABLE CAROLYN P. NEAL, MAGISTRATE JUDGE FOR AIKEN COUNTY, UPON THE OCCASION OF HER RETIREMENT FROM THE BENCH, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

Whereas, the members of the South Carolina House of Representatives have learned that the Honorable Carolyn P. Neal will begin a well-deserved retirement after forty-two years of faithful and outstanding service to the citizens of the Palmetto State, the past sixteen years as a magistrate judge; and

Whereas, born January 18, 1953, to Henderson and Dorothy Williamson-Phiniezy, Carolyn Phiniezy Neal is the wife of Robert D. Neal; mother of three fine sons, Marlowe, Arsineall, and John (deceased); and proud grandmother of six; and

Whereas, in preparation for her career, she earned a degree in criminal justice and human services at Aiken Technical College, furthering her education at the South Carolina Criminal Justice Academy and National Judicial College in Reno, Nevada. At present, she is pursuing a degree in funeral services at Piedmont Technical College; and

Whereas, Judge Neal has compiled a record of superior public service spanning more than four decades. Before being appointed a magistrate judge, she served the State of South Carolina for nineteen years in the Department of Public Safety as communications supervisor; and

Whereas, in addition to her formal service, she is a member of the South Carolina Summary Court Judges Association, Incorporated, and has served on the South Carolina Constitution and Bylaws Committee. In 1995, she was the first African-American female to be appointed to the Summary Court System in Aiken County; and

Whereas, she also worked for Aiken County Head Start as deputy parent involvement/social service coordinator for six years and was the first African American to hold the position of municipal court judge in the City of New Ellenton; and

Whereas, strongly believing in active community involvement, Carolyn P. Neal mentors area youth and serves as a role model for the young women of Aiken County. She also actively supports senior citizens through outreach programs and support services. A pillar of the community, she is a regular volunteer with the Special Olympics and has a special passion for supporting and serving those with disabilities; and

Whereas, as a woman of faith, she serves her God as a member of Runs Missionary Baptist Church, Beech Island; and

Whereas, the South Carolina House of Representatives is grateful for the legacy of leadership that the Honorable Carolyn P. Neal has bestowed on Aiken County and appreciates the long and enduring guidance she has given to the citizens of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and commend the Honorable Carolyn P. Neal, magistrate judge for Aiken County, upon the occasion of her retirement from the bench, and wish her continued success and happiness in all her future endeavors.

Be it further resolved that a copy of this resolution be provided to the Honorable Carolyn P. Neal.
