A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR HUBERT DUVALL OSTEEN, JR., OF SUMTER FOR A LIFETIME OF SERVICE IN JOURNALISM, AND TO CONGRATULATE HIM UPON RECEIVING THE SOUTH CAROLINA PRESS ASSOCIATION DISTINGUISHED SERVICE AWARD.

Whereas, the members of the South Carolina General Assembly are pleased to learn that Hubert Duvall Osteen, Jr., of Sumter editor of The Item and chairman of Osteen Publishing Company, received the South Carolina Press Association Distinguished Service Award on Saturday, March 17, 2012; and

Whereas, for over a century and a half, the Osteen family has been involved in Sumter's newspaper business, and he marks the family's fourth generation in the industry; and

Whereas, a Sumter native, he graduated from Woodberry Forest School in Virginia and earned a bachelor's degree in journalism from the University of Missouri and a master of science from Columbia University's Graduate School of Journalism in New York City; and

Whereas, he served with distinction in the United States Air Force for three years and then returned to Sumter to join The Item in 1963; and

Whereas, for almost a half century, he has worked full time with the newspaper as a reporter, photographer, sports writer, city editor, news editor, managing editor, and as editor and publisher, building a significant legacy in the Sumter, Lee, and Clarendon communities; and

Whereas, he and his beloved wife, Jacqueline Flowers Brown, have enjoyed fifty-two years of marriage, and together they reared three fine sons, who blessed them with six grandchildren; and

Whereas, he served his community as a member and chairman of the Housing Authority of Sumter for nine years and a deacon of First Presbyterian Church in Sumter, and he served his State as a member and vice chairman of the South Carolina Parks, Recreation and Tourism Commission; and

Whereas, in addition to enjoying his family and serving his community, he has sought above all to make his local family newspaper prosper as a journal of distinction, with the result that The Item has received numerous awards and accolades; and

Whereas, blending his distinctive style and charm with a doggedness for details, he has stood as a watchman for stories of interest to the public; and

Whereas, in the past forty-nine years, The Sumter Daily Item has experienced a thorough metamorphosis as it changed its name to The Item, abandoned manual typesetting and adopted highly advanced production and communication techniques in print and online, and saw the departure and arrival of newsroom staff; and

Whereas, Hubert Osteen, Jr., has mentored aspiring journalists for almost five decades, who have carried his keen journalistic style and tenacity to many news organizations around the nation; and

Whereas, a former president of the South Carolina Press Association from 1977 to 1978, he served for more than twenty years as member and chairman of the South Carolina Press Association Foundation, and he is a member of the American Society of Newspaper Editors; and

Whereas, this distinguished journalist and community leader has received numerous awards and recognition for his service to his community and state including being named 1994 Business Person of the Year by the Sumter Chamber of Commerce and the 1995 Humanitarian of the Year by the Sumter YMCA; and

Whereas, the members of the South Carolina General Assembly are grateful for the life and legacy of Hubert Duvall Osteen, Jr., and for his dedication and service to the citizens of the Palmetto State in the field of journalism. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor Hubert Duvall Osteen, Jr., of Sumter for a lifetime of service in journalism, and congratulate him upon receiving the South Carolina Press Association Distinguished Service Award.

Be it further resolved that a copy of this resolution be provided to Hubert Duvall Osteen, Jr.
