VERSIONS OF THIS BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-155 SO AS TO PROVIDE THAT EACH FOUR-YEAR PUBLIC INSTITUTION OF HIGHER LEARNING SHALL REQUIRE ALL FRESHMEN TO TAKE A ONE CREDIT HOUR COURSE EACH SEMESTER OF THEIR FRESHMAN YEAR WHICH TEACHES STUDY SKILLS, ALLOCATION OF TIME, GOAL SETTING, POSITIVE THINKING, MOTIVATION, LIFE SKILLS, AND RELATED SUBJECTS, AND TO PROVIDE THAT THESE COURSES MUST BE TAUGHT ON A PASS/FAIL BASIS AND MUST BE SUCCESSFULLY COMPLETED BEFORE THE STUDENT MAY BEGIN HIS SOPHOMORE YEAR.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 101, Title 59 of the 1976 Code is amended by adding:
"Section 59-101-155. Each four-year public institution of higher learning as defined in Section 59-103-5 shall require all freshmen to take a one credit hour course each semester of their freshman year or in summer sessions, if necessary, which teaches study skills, allocation of time, goal setting, positive thinking, life skills, motivation, and related subjects. These courses must be taught on a pass/fail basis and must be successfully completed before the student may begin his sophomore year. This course must be treated for academic purposes as an elective not related to the student's major which must be part of the total credit hours a student must complete in order to graduate. The Commission on Higher Education shall specify the manner in which this course must be taught for institutions which do not operate on a semester basis."
SECTION 2. This act takes effect upon approval by the Governor.
