The House assembled at 10:00 a.m.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 105:4: "Look to the Lord and his strength; seek his face always."
Let us pray. Mighty Lord, look upon these, Your people, and give them the strength and courage to carry out Your wishes and desires for the people of this great State. By the leading of Your spirit, may these Representatives seek Your face and Your will. Bless our Nation, President, State, Governor, Speaker, staff, and all who serve in these Halls of Government. Protect our defenders of freedom at home and abroad as they protect us. Heal our warrior's wounds, both seen and unseen. Hear our prayer, O Lord. Amen.
