A SENATE RESOLUTION

TO RECOGNIZE AND HONOR LANCE CORPORAL SALVATORE CIRENCIONE OF LEXINGTON ON BEING NAMED THE 2013 SOUTH CAROLINA HIGHWAY PATROL TROOPER OF THE YEAR AND TO EXPRESS DEEP GRATITUDE FOR HIS MERITORIOUS SERVICE TO THE CITIZENS OF HIS COMMUNITY.

Whereas, the members of the South Carolina Senate are pleased to learn that the exceptional work of South Carolina Highway Patrol (SCHP) Lance Corporal Salvatore Cirencione of Lexington has earned him recognition as the 2013 Trooper of the Year; and

Whereas, this prestigious honor is awarded to troopers who display courage and valor under extraordinary circumstances, as did Lance Corporal Salvatore Cirencione on November 16, 2013, when he gave critical assistance in saving a woman's life; and

Whereas, Lance Corporal Salvatore Cirencione, who joined the SCHP in 2007 and is assigned to Troop One, notified SCHP Telecommunications on November 16, 2013, that he was on the scene of a mobile home fire on Goff Court in the Dixiana area of Lexington County; and

Whereas, upon arriving there, a little after 11:00 p.m., he was approached by a male who said his girlfriend was still inside the mobile home. Lance Corporal Cirencione noticed that all the windows in the mobile home were shattered, and he could see visible flames coming from inside. Neither the front door nor the back door was accessible; and

Whereas, he retrieved a halogen tool from his trunk, returned to the back door, and was attempting to open it by force just as the fire department arrived. One of the firemen saw Lance Corporal Cirencione attempting to open the back door and immediately began to assist him while other firemen prepared to fight the fire; and

Whereas, once the door was opened, Lance Corporal Cirencione and the fireman pulled the woman to safety. She was not breathing, and her arms, back, and hair were on fire. Lance Corporal Cirencione assisted the fireman in performing chest compressions until the woman resumed breathing and paramedics arrived; and

Whereas, fire personnel who were on the scene stated that had it not been for Lance Corporal Cirencione's actions, the woman would have died before she could be rescued from the home. Lance Corporal Cirencione's willingness to put himself in harm's way for others constitutes the definition of valor and selfless service; and

Whereas, before joining the SCHP, Lance Corporal Cirencione served five years in the U.S Marine Corps, including a deployment to Afghanistan during war time. The New Jersey native is a member of the SCHP A-CERT Team and received the Tommy Fox Award (Officer of the Year) from the Lexington County Law Enforcement Association in 2013; and

Whereas, grateful for his outstanding work on behalf of the citizens of this State, the members of the South Carolina Senate take great pleasure in saluting Lance Corporal Salvatore Cirencione on being named 2013 Trooper of the Year. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, recognize and honor Lance Corporal Salvatore Cirencione of Lexington on being named the 2013 South Carolina Highway Patrol Trooper of the Year and express deep gratitude for his meritorious service to the citizens of his community.

Be it further resolved that a copy of this resolution be provided to Lance Corporal Salvatore Cirencione.
