A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. R. WAYNE FOWLER, SUPERINTENDENT OF ANDERSON SCHOOL DISTRICT ONE, ON THE OCCASION OF HIS RETIREMENT AFTER FORTY-TWO YEARS OF OUTSTANDING SERVICE AND TO WISH HIM CONTINUED SUCCESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is altogether fitting that the members of the South Carolina House of Representatives should pause in their deliberations to express their gratitude to Dr. R. Wayne Fowler for his significant contributions to education in the Palmetto State; and

Whereas, after graduation from Palmetto High School in Williamston, he earned a bachelor's in education from Clemson University in 1971 and returned to Anderson School District One to begin his career as an educator at Wren Middle School; and

Whereas, from 1972 to 1976, he served as a teacher at Wren Middle School while completing a master's of education in personnel services in 1974 at Clemson University, and he was named Wren Middle School Teacher of Year in 1976; and

Whereas, he served as a counselor at Wren Middle School for a year before becoming principal at Pelzer and Cedar Elementary Schools from 1979 to 1983, and from 1984 to 1987, he served as the principal of Spearman Elementary School. All three schools received state recognition as incentive-award-winning schools based on student achievement during his times as principal; and

Whereas, in 1988, he was named administrative assistant to the superintendent of Anderson School District One and earned a degree as an education specialist in administration and supervision in 1990 from his alma mater; and

Whereas, under his leadership as the assistant superintendent for curriculum and instruction from 1992 to 2004, Anderson School District One's instructional program received an excellent report card rating in 2002, one of only three districts to do so; and

Whereas, he earned a doctorate in educational administration in 2001 from South Carolina State University, and since 2004 he has served as superintendent of Anderson School District One; and

Whereas, his professional leadership roles include chairing the State External Review Team from 2003 to 2006; serving on the Southern Association of Colleges and Schools Visiting Committee since 1979; and on the Southern Region Education Board/High Schools That Work Visiting Committee since 1990; and

Whereas, the past president and Lion of the Year of the Pelzer Lions Club, Dr. Fowler is a member of the American Association of School Administrators, South Carolina Association of School Administration, Association for Supervision and Curriculum Development, and South Carolina Association for Supervision and Curriculum Development; and

Whereas, an active and faithful member of Tabernacle Baptist Church in Pelzer, he was named the 2011 Administrator of the Year by the South Carolina School Counselor Association and was awarded the Order of the Silver Crescent in 2012 for his lifetime of contributions to South Carolina; and

Whereas, together with his beloved wife, Judy, he reared a fine son, Jonathan, who has blessed them with a delightful granddaughter, Lily; and

Whereas, the South Carolina House of Representatives is grateful for the years of dedication that Dr. Fowler has devoted to educating the youth of our State, and the members wish him many years of enjoyment in his well-earned retirement. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. R. Wayne Fowler, Superintendent of Anderson School District One, on the occasion of his retirement after forty-two years of outstanding service and wish him continued success in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Dr. R. Wayne Fowler.
