TO CONGRATULATE THE OFFICE OF HOUSE RESEARCH AND CONSTITUENT SERVICES, PUBLISHER OF THE LEGISLATIVE UPDATE, ON THE PUBLICATION'S RECEIVING A 2012 SOUTH CAROLINA STATE LIBRARY NOTABLE STATE DOCUMENT AWARD.
Whereas, the South Carolina General Assembly is pleased to note that the Legislative Update, written and published by the Office of House Research and Constituent Services, has received a 2012 South Carolina State Library Notable State Document Award; and
Whereas, the South Carolina State Library announces winners of the award annually on or near Freedom of Information Day, March 16, the birthday of President James Madison, who was an early proponent of citizen access to government information; and
Whereas, on May 13, 2013, the South Carolina State Library presented this year's awards to the ten winning agencies at a morning ceremony. These agencies also received commendation for their commitment to providing access to their information, whether digitally or in print, through quality publications; and
Whereas, selected by a group of state document depository librarians from around the Palmetto State and by staff at the South Carolina State Library, winning documents are available for viewing at the library; and
Whereas, the Legislative Update, published weekly during each session, summarizes legislation introduced and under consideration by the House and its committees; and
Whereas, the initial Legislative Update issue of each annual session includes brief summaries of all prefiled House bills. Subsequent issues review House actions from the preceding week, including an overview of House floor activity, a summary of all full-committee action on bills, and brief summaries of all bills introduced in the House that week; and
Whereas, at the conclusion of each annual session, the Research Office publishes a Final Major Issues document. This report includes a general overview of session highlights, followed by summaries of key bills considered that year; and
Whereas, many House members find the Legislative Update useful in preparing speeches and reporting House actions to their constituents, and it is readily offered to all members of the General Assembly and the public for their free and unfettered usage. Elements of the Update are often found far and wide in newsletters, speeches, and other documents; and
Whereas, the hallmark of the summary is its unending effort toward accuracy, neutrality, and high standards of English usage. In the apt words of the State Library award, "The Update team is congratulated for dedication to producing a consistently detailed yet readable publication in a timely manner"; and
Whereas, cognizant of their dedicated labors, the General Assembly takes great pleasure in honoring House Research staff members Andy Allen, Jennifer Dobson, Sherry Moore, and Don Hottel for their critical role in the creation of the Legislative Update and in the resultant winning of a coveted South Carolina State Library Notable State Document Award for 2012. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, congratulate the Office of House Research and Constituent Services, publisher of the Legislative Update, on the publication's receiving a 2012 South Carolina State Library Notable State Document Award.
Be it further resolved that a copy of this resolution be provided to the Office of House Research & Constituent Services.
