A CONCURRENT RESOLUTION

TO CONGRATULATE DR. KARL E. FULMER, CHIEF FINANCIAL SERVICES OFFICER FOR SCHOOL DISTRICT FIVE OF LEXINGTON AND RICHLAND COUNTIES, UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, the South Carolina General Assembly has learned that Dr. Karl E. Fulmer, chief financial services officer for School District Five of Lexington and Richland Counties, retired in December 2013 from a distinguished career in education spanning more than forty-five years, the past five in his present position; and

Whereas, in preparation for his life's work, Karl Fulmer earned his bachelor's degree in mathematics at Newberry College in 1966. At the University of South Carolina, he completed a master's degree in educational administration in 1973, an educational specialist degree in educational administration in 1980, and a doctorate in educational administration in 1988; and

Whereas, commencing his long career in 1967, he took up his duties as a mathematics teacher at Lexington High School, later serving the school as assistant principal and then as principal; and

Whereas, in 1986, Dr. Fulmer became assistant superintendent for fiscal services in Lexington School District One, serving in this position until 2007, at which time he accepted the post of independent consultant to the district and to the South Carolina State Department of Education. In 2009, he embarked on new duties when he became the chief financial services officer for School District Five of Lexington and Richland Counties; and

Whereas, over the years, Dr. Karl Fulmer has proven himself a respected leader in his profession, serving as a member of the Lexington School District One Educational Foundation Board of Directors (past treasurer and vice chair) and member of the State Finance Committee. Other positions of leadership include adjunct instructor in educational leadership and policies for the University of South Carolina and committee chair of the Southern Association of Secondary Schools and Colleges evaluation committees for the evaluation of various state schools; and

Whereas, in recognition of his achievements, he has received numerous honors, among them the 2013 Lexington-Richland Five District-level Culture Superintendent's Award and 2012 South Carolina Association School Administrators Lifetime Achievement Award. He also was named 2009 Lexington One School District Administrator of the Year and 2007 South Carolina Association of School Business Officials Outstanding School Business Official; and

Whereas, Dr. Fulmer demonstrates his strong belief in active community involvement through service in various organizations. These include service as a member of the Lutheran Homes of South Carolina Foundation Board of Trustees and member of the Heritage at Lowman Advisory Committee. As a man of faith, he serves on the Mt. Horeb Lutheran Church Council (past vice chair) and is past president of the Mt. Horeb Lutheran Men. In addition, he is past president of the Lexington Chamber of Commerce; and

Whereas, the General Assembly, grateful for the legacy of consistent commitment and excellence Dr. Fulmer has bestowed on this great State, takes great pleasure in wishing him well as he enters retirement and trusts he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, congratulate Dr. Karl E. Fulmer, chief financial services officer for School District Five of Lexington and Richland Counties, upon the occasion of his retirement, commend him for his many years of dedicated service, and wish him much happiness and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to Dr. Karl E. Fulmer.
