A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE DEATH OF DAVID LEON EVANS, JR., OF SUMTER AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina House of Representatives were deeply saddened to learn of the death of David Leon Evans, Jr., of Sumter on January 10, 2014; and

Whereas, born in Charleston, he was a son of David L. Evans, Sr.,

and Miriam "Mickey" Virginia Pendarvis Evans; and

Whereas, having spent the first ten years of his life in Charleston, he moved to Charlotte, where he was a member of the last graduating class of Central High School. He earned his bachelor's degree at Western Carolina University, followed by a master's degree and specialist degree in school psychology from the same institution; and

Whereas, the young David began his career as an educator by serving as a teacher and coach. Later, he embarked on new duties with Sumter school districts 2 and 17, as well as Clarendon School District 1, where he served as director of special services; and

Whereas, a Rotarian and the founding treasurer of his KA chapter at Western Carolina University, David was responsible for writing the law that allows school psychologists to be licensed in the State of South Carolina. He was the first and only member of his profession to serve on the board of the South Carolina Department of Labor, Licensing and Regulation. As a man of faith, he was also a longtime member of Trinity United Methodist Church in Sumter; and

Whereas, in further demonstration of his firm belief in active community participation, he served his fellow citizens through membership on various boards, including those of Sumter Senior Services, Wateree Mental Health, Santee-Lynches Disability Resources Council, and Sumter Palmetto Rotary Club. For his many contributions to his profession, he was honored with the Lifetime Achievement Award from the South Carolina Association of School Psychologists in 2010; and

Whereas, he leaves to cherish his memory his loving wife of thirty-two years, S. Anne Walker; his mother, Miriam "Mickey" Virginia Evans; daughter S. Melissa "Missy" Evans; stepchildren Helen Wall and Bobby Wall; five stepgrandchildren; and a host of other family members and friends. He will be greatly missed. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the death of David Leon Evans, Jr., of Sumter and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be provided to Mrs. S. Anne Walker for the family.
