A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR WILBUR L. "WILL" GARLAND FOR EXTRAORDINARY SERVICE TO HIS COMMUNITY AND TO THE PALMETTO STATE AS AN EDUCATOR AND PUBLIC OFFICIAL.

Whereas, the members of the South Carolina General Assembly are grateful for the outstanding service that Wilbur L. "Will" Garland has given to the education and development of young people of our State; and

Whereas, from 1974 to 1997, Will Garland served with dedication as a full-time faculty member of Coastal Carolina University (CCU), two of those years as the assistant dean for academic affairs, four as the director of the interdisciplinary studies degree program, and five as the associate chancellor for finance and administration; and

Whereas, from 1997 to 1999 he converted to part-time service as the director of the interdisciplinary studies degree program, during which the program reached an enrollment of one hundred seventy-seven; and

Whereas, he returned again part time to teach from the spring of 2005 to the spring of 2007 due to the illness of a faculty member, and from 2007 through 2012, he returned to serve as the senior executive vice president of finance and administration in order to assist with financial difficulties of the university; and

Whereas, since 1984, Will Garland has also served as the faculty advisor for the CCU Alumni Association; and

Whereas, in 1991, he became a member of the CINO Club, the athletic booster club of CCU, and helped to transition the club into the current Chanticleer Athletic Foundation (CAF), of which he continues to be a loyal member; and

Whereas, his devotion to the university and its students is evidenced in his establishment and funding of the Will and Audrey Garland Alumni Board Endowed Scholarship for CCU students, currently endowed with one hundred eighty thousand dollars; and

Whereas, ever concerned about the healthy development of the youth in his community, Will Garland helped to establish the Boy Scouts of America Troop 801 at Centenary United Methodist Church in the early 1980s, where he served as the assistant scoutmaster for several years and was nominated for the Pee Dee Council of Boy Scouts Silver Beaver Award; and

Whereas, elected to the Horry County School Board from District 11 in 2000, he served in this capacity until he was elected in a countywide race in 2002 to serve as the chairman of the board. He was reelected as the board's chairman in 2006 and in 2010, and retired in 2012 after serving for ten years; and

Whereas, he was a driving force behind the creation of the Education Facilities Act that allowed local school districts, technical colleges, and four-year public colleges to collaborate on a one-cent local option sales tax, which was adopted overwhelmingly by the voters of Horry County in 2008; and

Whereas, the South Carolina General Assembly appreciates the years of outstanding service of Will Garland, a dedicated citizen who considers service to others a responsibility and privilege and whose life teaches the nobility of service above self. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor Wilbur L. "Will" Garland for extraordinary service to his community and to the Palmetto State as an educator and public official.

Be it further resolved that a copy of this resolution be provided to Wilbur L. "Will" Garland.
