To whom was referred a Joint Resolution (H. 4921) to provide that notwithstanding another provision of law, school districts uniformly may negotiate salaries below the school district salary schedule for the 2014-2015, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass:

A JOINT RESOLUTION

TO PROVIDE THAT NOTWITHSTANDING ANOTHER PROVISION OF LAW, SCHOOL DISTRICTS UNIFORMLY MAY NEGOTIATE SALARIES BELOW THE SCHOOL DISTRICT SALARY SCHEDULE FOR THE 2014-2015 SCHOOL YEAR FOR RETIRED TEACHERS WHO ARE NOT PARTICIPANTS IN THE TEACHER AND EMPLOYEE RETENTION INCENTIVE PROGRAM.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Notwithstanding another provision of law, school districts uniformly may negotiate salaries below the school district salary schedule for the 2014-2015 school year for retired teachers who are not participants in the Teacher and Employee Retention Incentive program.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
