A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. PHILIP N. RENDER OF HORRY COUNTY FOR HIS OUTSTANDING SERVICE IN ESTABLISHING A DENTAL PROGRAM AT HORRY GEORGETOWN TECHNICAL COLLEGE AND TO COMMEND HORRY GEORGETOWN TECHNICAL COLLEGE FOR THE SUCCESS OF THIS PROGRAM AND FOR THE SCHOOL'S THRIVING EDUCATIONAL ACHIEVEMENTS.

Whereas, the members of the House of Representatives of the State of South Carolina are pleased to learn that Dr. Philip N. Render was instrumental in establishing a dental program at Horry Georgetown Technical College; and

Whereas, after earning a bachelor's in biology from Wofford College in 1976, he was awarded a doctorate in general dentistry from the Medical University of South Carolina College of Dental Medicine in 1981; and

Whereas, from 1981 to 2008, he practiced as a dentist and partner at South Strand Dental Associates, PA, in Surfside Beach; and

Whereas, as the Assistant Vice President for Academic Affairs at Horry Georgetown Technical College in Conway since 2008, he serves as the school's Dean of Business, Industrial Technologies, and Dental Sciences; and

Whereas, since 2013, he has taught in the Department of Oral Medicine for the College of Dental Medicine of the Medical University of South Carolina at Myrtle Beach; and

Whereas, licensed in dentistry and real estate in the State of South Carolina, Dr. Render served as the vice president of Carolina Strand Company, Inc., in Conway from 1981 to 1994; and

Whereas, he has been a member of the American Dental Association and the South Carolina Dental Association since 1981, and he served as a board member of DENPAC; and

Whereas, a member of the Pee Dee Dental Association since 1981, Dr. Render serves as chairman of its Legislative Committee; and

Whereas, currently serving his third term on the Myrtle Beach City Council, he has served as mayor pro tem, setting policy on a $158 million dollar annual municipal budget; and

Whereas, Dr. Render is on the Board of Directors of the Myrtle Beach Regional Economic Development Corporation and has served on its executive committee since 2009; he has served as Chairman of the Horry County Economic Develop Membership Committee and as Chairman of the Myrtle Beach Convention Center for Expansion; and

Whereas, since 2009, Dr, Render has served as a member of the Public Policy Committee of the South Carolina Independent Colleges and Universities; and

Whereas, to promote intergovernmental cooperation, he initiated the Annual Joint Fall meeting of the Myrtle Beach City Council, the Horry County Council, and the South Carolina Legislative Delegation, which has helped to accelerate multiple projects; and

Whereas, honored as the Myrtle Beach Area Dental Clinician of the Year in 2007 and 2008, he assisted in founding the Felburn Community Dental Clinic in 2012 at Horry Georgetown Technical College to serve as a charitable and teaching dental clinic; and

Whereas, the South Carolina House of Representatives appreciates the meaningful contributions that Philip Render has made to provide dental services to citizens in the Palmetto State and to assist others in the study of dentistry. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. Philip N. Render of Horry County for his outstanding service in establishing a dental program at Horry Georgetown Technical College and commend Horry Georgetown Technical College for the success of this program and for the school's thriving educational achievements.

Be it further resolved that a copy of this resolution be provided to Dr. Philip N. Render.
