A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR SERGEANT SHANNON CASTLE FOR HIS OUTSTANDING SERVICE TO THE MYRTLE BEACH POLICE DEPARTMENT PATROL DIVISION AND TO CONGRATULATE HIM UPON BEING NAMED 2018 OFFICER JOE MCGARRY MEMORIAL CO-POLICE OFFICER OF THE YEAR, AN AWARD GIVEN BY THE ROTARY CLUB OF MYRTLE BEACH.

Whereas, the South Carolina House of Representatives is pleased to learn that Sergeant Shannon Castle of the Myrtle Beach Police Department Patrol Division has been named 2018 Officer Joe McGarry Memorial Co-Police Officer of the Year, a high honor bestowed by the Rotary Club of Myrtle Beach; and

Whereas, Sergeant Shannon Castle has twenty-nine years of law enforcement experience. He began his law enforcement career as a deputy and detective for the Sullivan County Sheriff's Office in Tennessee, for which he worked twelve years. He next moved to South Carolina, where he worked one year for the Surfside Beach Department of Public Safety before taking up his duties with the Myrtle Beach Police Department in 2002. In Myrtle Beach, Shannon has worked as a patrol officer, detective, and patrol supervisor. Since 2010, he has been a certified forensic hypnotist. He assists the Myrtle Beach Police Department, as well as other law enforcement agencies, with their victims and witnesses with respect to their ability to recall events from memory. He is currently working on a wellness program for officers in which he uses hypnosis to help them manage stress; and

Whereas, behind every great police officer is a great sergeant, and Shannon Castle is indeed a great sergeant. As a sergeant, he is responsible for the growth of eleven officers within the department. He is always there for his officers when they are upset and need someone to talk to. He praises them when they do well, which motivates them to do well the next time. Moreover, they look to him for approval, showing they want to do well to please him. He takes time to help them fix their mistakes and teaches them how to avoid the same mistakes in the future. His officers know he cares about them since he wants them to grow and learn from their mistakes. This is important because they are the future leaders of the department; and

Whereas, sergeants are quiet, unassuming, and behind-the-scenes supervisors when it comes to the public, but how officers treat the public is a direct reflection of their sergeant. Shannon expects his officers to treat the public with courtesy and respect. Throughout the day, his officers, respecting their sergeant's wisdom, step away from the citizen they are helping and call Sergeant Castle for advice on how best to handle a difficult situation. They know they can rely on Shannon for help and they will never be left to sink or swim. His officers leave their calls with the satisfaction of knowing they have helped someone. Job satisfaction is key to good morale, and Shannon maintains excellent morale on his shift. Further, he assists his officers in learning organizational skills and encourages them to enroll in classes to improve their skills as police officers. An inspiration to his younger officers and his division, he bears the professionalism and persona of an exceptional police officer; and

Whereas, the House of Representatives is grateful for Sergeant Shannon Castle's dedicated service in protecting the citizens of Horry County and the State of South Carolina, as well as visitors to this great State, and the members salute him on receiving this well-deserved award. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Sergeant Shannon Castle for his outstanding service to the Myrtle Beach Police Department Patrol Division and congratulate him upon being named 2018 Officer Joe McGarry Memorial Co-Police Officer of the Year, an award given by the Rotary Club of Myrtle Beach.

Be it further resolved that a copy of this resolution be presented to Sergeant Shannon Castle.
