A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-15-67 SO AS TO PROVIDE BEGINNING JANUARY 1, 2018, THE LEGISLATIVE AUDIT COUNCIL SHALL CONDUCT A MANAGEMENT PERFORMANCE AUDIT OF EACH PUBLIC INSTITUTION OF HIGHER EDUCATION IN THE STATE EVERY TEN YEARS PURSUANT TO A CERTAIN SCHEDULE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 15, Title 2 of the 1976 Code is amended by adding:

"Section 2-15-67.    (A)    Beginning in January 2018 and every ten years after that, the Legislative Audit Council shall conduct a management performance audit of the following institutions of higher education in this State on the following schedule:

(1)    2018 and every ten years thereafter:

(a)    York Technical College

(b)    Winthrop University

(c)    Williamsburg Technical College

(d)    University of South Carolina Upstate

(2)    2019 and every ten years thereafter:

(a)    University of South Carolina Union

(b)    University of South Carolina Sumter

(c)    University of South Carolina Salkehatchie

(3)    2020 and every ten years thereafter:

(a)    University of South Carolina Lancaster

(b)    University of South Carolina Beaufort

(c)    University of South Carolina Aiken

(4)    2021 and every ten years thereafter:

(a)    University of South Carolina

(b)    Trident Technical College

(c)    Tri-County Technical College

(d)    Technical College of the Lowcountry

(5)    2023 and every ten years thereafter:

(a)    South Carolina State University

(b)    Piedmont Technical College

(c)    Orangeburg-Calhoun Technical College

(d)    Northeastern Technical College

(6)    2024 and every ten years thereafter:

(a)    MUSC

(b)    Midlands Technical College

(c)    Lander University

(d)    Horry-Georgetown Technical College

(7)    2025 and every ten years thereafter:

(a)    Greenville Technical College

(b)    Francis Marion University

(c)    Florence-Darlington Technical College

(d)    Denmark Technical College

(e)    College of Charleston

(8)    2026 and every ten years thereafter:

(a)    Coastal Carolina University

(b)    Clemson University

(9)    2027 and every ten years thereafter:

(a)    The Citadel

(b)    Central Carolina Technical College

(c)    Aiken Technical College

(B)    The cost of this audit is an operating expense of the school being audited."

SECTION    2.    This act takes effect upon approval by the Governor.
