A SENATE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA SENATE UPON THE PASSING OF THE HONORABLE FLOYD BREELAND AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of the Honorable Floyd Breeland; and

Whereas, a native of Badham, Floyd Breeland was born on August 5, 1933 to the late Lucius and Lillian Cummings Breeland. He was an alumnus of Allen University and Indiana University and also completed post-graduate studies at Columbia University. A veteran, he served in the United States Army; and

Whereas, as a member of the South Carolina House of Representatives, Floyd Breeland represented Charleston. During his tenure in the legislature, he served on the Medical, Military, and Municipal Affairs Committees and held a number of leadership roles; and

Whereas, with a thirty-three year career in education, he served as a teacher, administrator, assistant principal, and adult education program coordinator. He also served as director of the College of Charleston's Call Me MISTER program, which addressed the critical shortage of minority male teachers and role models; and

Whereas, Floyd Breeland was also a part owner of various local businesses, including Brooks Restaurant, Alpha & Omega Fish Market, St George Cab Company, and Services, Inc.; and

Whereas, as a civic leader, he was involved with a number of organizations, including the Vocational Rehabilitation Board; Lily Work Lodge #10; Omega Psi Phi Fraternity and its Social Action Committee; Political Action Committee; NAACP; Choraliers Music Club; Owl's Whist Club; and Charleston County's Community Pride Board, Adopt-A-Highway Program, Education Association, and Legislative Delegation DSS and Court Reform; and

Whereas, over the years, Floyd Breeland received many honors and awards, including the Order of the Palmetto; the naming of the Floyd Breeland Highway Interchange; the Floyd Breeland Endowed Scholarship at the College of Charleston; the NAACP Freedom Fund Award; the Palmetto Patriot Award; the Richard Allen Award; the Barrett S. Larrimore Hall of Fame Award; countless awards relating to service, community, and fraternity; and many more declaring him man, father, or legislator of the year; and

Whereas, a devout Christian, Floyd Breeland was a long-time member of "Mother" Emanuel African Methodist Episcopal Church of Charleston, where he served as a choir member, class leader, senior trustee, and cemetery administrator; and

Whereas, Floyd Breeland was preceded in death by his older brother, James C. Breeland; and

Whereas, he leaves to cherish his memory his wife, Felicia Scott Breeland; son, LeVanza Floyd (Deborah) Breeland; granddaughter, Martina Cameron; two great-granddaughters, LaNaya and Lindsey; and many nieces, nephews, and cousins. He will be greatly missed. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, express their profound sorrow upon the passing of the Honorable Floyd Breeland and extend their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be presented to the family of the Honorable Floyd Breeland.
