A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR DR. LUCAS CLAMP, PRINCIPAL OF RIVER BLUFF HIGH SCHOOL IN LEXINGTON, AND TO CONGRATULATE HIM FOR BEING NAMED THE 2019 NATIONAL PRINCIPAL OF THE YEAR BY THE NATIONAL ASSOCIATION OF SECONDARY SCHOOL PRINCIPALS.

Whereas, the members of the South Carolina General Assembly are pleased to learn that Dr. Lucas "Luke" Clamp was named the 2019 National Principal of the Year, by the National Association of Secondary School Principals; and

Whereas, the award recognizes an outstanding high school principal who has made exemplary contributions to the profession and to students' learning. From all the state honorees, three finalists are chosen, and one is recognized as National Principal of the Year; and

Whereas, the South Carolina Association of School Administrators identified Dr. Clamp as the 2018 State Principal of the Year, and the national panel of judges admired his focus on student connections as a catalyst for confidently leading their own education; and

Whereas, inspired by his mother, a teacher and administrator, Luke Clamp earned a bachelor's degree in science from Clemson University, and later a master's degree in educational administration and a doctorate in curriculum and instruction, both from the University of South Carolina. He also graduated from the South Carolina State Department of Education Developing Aspiring Principals Program; and

Whereas, prior to joining Lexington County as an assistant principal in 2006, he taught chemistry and environmental science and coached football and baseball at Irmo High School. Later as Dean of Studies for Smaller Learning Communities, a peer mentoring program and center, he developed curriculum for incoming freshmen; and

Whereas, Dr. Clamp was named the founding principal of River Bluff High School in 2011. He spent the next two years designing an innovative high school experience, launching two centers for advanced study, the Center for Media Arts, Design and Production and the Center for Law and Global Policy Development, both to connect learning and a hands-on experience within these fields in honors level courses; and

Whereas, committed to closing the achievement gap, Dr. Clamp encouraged teachers to provide differentiated learning experiences to black students in particular, and in three years, English scores rose from 42.9 to 68.6 percent and math from 65.8 to 87.9 percent; and

Whereas, desiring to connect with each person in order to develop students' skills and talents, Dr. Clamp has fostered a special culture at River Bluff, believing that individual and collective contributions to a local and global community will change the world; and

Whereas, River Bluff students meet weekly in small groups called CREW (Creating Relationships, Exploring Within) that focus on academic drive, character development, and establishing shared understandings to build confidence in a safe environment that allows them to learn, reflect, and identify their own quality work; and

Whereas, he led River Bluff to become the first South Carolina school to adopt the project-based learning model provided by EL Education, and has shepherded the student population from 1,400 to 2,000, and the faculty from seventy-five to over two hundred. River Bluff has hosted over seventy schools who come to learn from its model. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor Dr. Lucas Clamp, principal of River Bluff High School in Lexington, and congratulate him for being named the 2019 National Principal of the Year by the National Association of Secondary School Principals.

Be it further resolved that a copy of this resolution be presented to Dr. Lucas Clamp.
