VERSIONS OF THIS BILL
TO RECOGNIZE AND HONOR BRIGADIER GENERAL FARRIS "CARLOS" HILL, UNITED STATES AIR FORCE, UPON HIS RETIREMENT ON JANUARY 1, 2019, AFTER THIRTY-TWO YEARS OF OUTSTANDING SERVICE, AND TO WISH HIM CONTINUED SUCCESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, it is altogether fitting and proper that the members of the Senate of the State of South Carolina should pause in their deliberations to express their gratitude to Brigadier General Farris "Carlos" Hill for his significant contributions to our nation during his service in the United States Air Force; and
Whereas, born in the cotton mill town of Greenwood in 1964 and reared in a working class family, Carlos Hill is the son of the late Eloise and Jimmy Hill. He began the first grade in the first year that public schools were integrated in the State. His first job in high school was as a parking lot attendant at a Hardee's fast food restaurant, and his high school graduating class had one hundred forty-seven graduates, the largest in the school's history; and
Whereas, in 1986, he earned a bachelor's degree in civil engineering from Clemson University, during which time, he served as a deejay on a college radio jazz show. Commissioned in 1986 through the Air Force Reserve Officer Training Corps (ROTC) at Clemson, Brigadier General Hill remains a devoted Clemson alumnus; and
Whereas, between his commissioning and reporting for active duty, he served as a substitute teacher for high school math and science, and in 1991, he earned a master's degree in management and human relations from Abilene Christian University in Texas; and
Whereas, his last active component assignment during nine years was teaching Air Force ROTC at Rutgers and Princeton universities before separating from the Air Force. He began serving in the Air Force Reserve as a Reserve Maintenance Officer while working for General Electric, and he was mobilized twice for a year each time in support of Operations Enduring Freedom and Iraqi Freedom; and
Whereas, during Brigadier General Hill's second mobilization, he looked for a way to return to active status and found one through the Legislative Fellowship Program, and a new career path was born, which lasted another fourteen years; and
Whereas, he completed numerous military schools, including Air Command and Staff College in 2003 and Air War College in 2007, both at Maxwell Air Force Base in Alabama, and his career duty stations included Illinois, California, Texas, New Jersey, Massachusetts, and Washington, D. C., with multiple assignments at the Pentagon; and
Whereas, in his last two duty assignments at the Pentagon, Brigadier General Hill served as Director of Policy Integration in the Office of the Air Force Reserve and finally as the Mobilization Assistant to the Director of Legislative Liaison in the Office of the Secretary of the Air Force, the liaison between the Air Force and Congress on all programs, air and space weapons systems, and such issues as legislative and constituent inquiries; and
Whereas, his service has been honored with the Air Force Meritorious Service Medal with oak leaf cluster, Air Force Commendation Medal with two oak leaf clusters, Air Force Achievement Medal with oak leaf cluster, National Defense Service Medal, Global War on Terrorism Service Medal, and Air Force Expeditionary Service Ribbon; and
Whereas, in addition to his remarkable military service, Brigadier General Hill has completed the running of ten marathons, including four in the New York City marathon, and he has visited fifty-three countries; and
Whereas, he plans to continue service to his nation in civil service for the United States Air Force Reserve and to spend time traveling to some of the few places his travels have never taken him and perhaps returning to others he has seen before; and
Whereas, the South Carolina Senate is grateful for the years of unparalleled dedication that Carlos Hill has devoted to the United States Air Force, and the members wish him many years of enjoyment in his well-earned retirement. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate of the State of South Carolina, by this resolution, recognize and honor Brigadier General Farris "Carlos" Hill, United States Air Force, upon his retirement on January 1, 2019, after thirty-two years of outstanding service, and wish him continued success in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Brigadier General Farris "Carlos" Hill.
