A SENATE RESOLUTION

TO CONGRATULATE ROBERT ALLAN "BOB" WILBUR OF RICHLAND COUNTY ON THE OCCASION OF HIS NINETIETH BIRTHDAY AND FOR HIS DISTINGUISHED SERVICE TO THE CITY OF COLUMBIA, AND TO WISH HIM A JOYOUS BIRTHDAY CELEBRATION AND MANY YEARS OF CONTINUED HEALTH AND HAPPINESS.

Whereas, the members of the South Carolina Senate are delighted to learn that Robert Allan "Bob" Wilbur of Columbia will celebrate his ninetieth birthday on July 25, 2019; and

Whereas, born on July 25, 1929, in the early part of the twentieth century, he has witnessed many remarkable social changes, technological advancements, and international developments that have spanned the globe from that time into the second decade of the twenty-first century; and

Whereas, in the proud tradition of the sons of South Carolina, Mr. Wilbur served his country in the United States Navy with distinction for four years; and

Whereas, upon being discharged from the United States Navy, he decided to continue his service as a police officer. He moved from West Virginia where he had entered the Navy to Columbia to join the Columbia Police Department a year later when he had established the required residency; and

Whereas, Mr. Wilbur began his service with the Columbia Police Department on July 18, 1956, as a "beat cop" and worked his way up the ranks; and

Whereas, he eventually became the acting chief of the Columbia Police Department on January 23, 1978, and served in that capacity until November 12 of the same year. On January 27, 1982, he was named chief of the department and served as such until his retirement on September 28, 1990, having served the department for thirty-four years; and

Whereas, together with his beloved wife, Eva Wilbur, he reared two fine children, Kathy and Bobby; and

Whereas, the South Carolina Senate is pleased to honor Bob Wilbur with his family and friends at the celebration of reaching the extraordinary milestone of his ninetieth birthday, and the members honor him for almost three and a half decades of outstanding service to the Columbia Police Department. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Robert Allan "Bob" Wilbur of Richland County on the occasion of his ninetieth birthday and for his distinguished service to the City of Columbia, and wish him a joyous birthday celebration and many years of continued health and happiness.

Be it further resolved that a copy of this resolution be provided to Robert Allan "Bob" Wilbur.
