A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-1-7 SO AS TO PROVIDE THE DEPARTMENTS OF MOTOR VEHICLES, TRANSPORTATION, AND PUBLIC SAFETY SHALL DEVELOP AND MAINTAIN A SAFETY PLAN FOR VEHICLES AND PERSONS TRAVELING ALONG THE STATE'S HIGHWAYS AND DISSEMINATE THIS INFORMATION TO THE PUBLIC.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 1, Chapter 1, Title 56 of the 1976 Code is amended by adding:

    "Section 56-1-7.    (A)    Notwithstanding another provision of law, the Executive Director of the Department of Motor Vehicles, the Secretary of Transportation, and the Director of the Department of Public Safety jointly shall develop and maintain a safety plan for motor vehicle drivers, bicyclists, motorcycle operators, and pedestrians who travel along the state's highways. The plan shall include distributing information to the public about the state's laws relating to each form of transportation and the public's responsibility to maintain a safe community for all travelers through the use of the Internet, brochures, billboards, and public service announcements.

    The directors of each department jointly shall determine which department is best able to develop and maintain a website that contains this information.

    (B)    The directors of each department, or their designees, shall meet biennially to revise the information that is distributed to the public.

    (C)    Each county must include information developed for public dissemination pursuant to this section in the county's tax bills sent to owners of motor vehicles registered in the county."

SECTION    2.    This act takes effect upon approval by the Governor.
