A CONCURRENT RESOLUTION

TO EXTEND GRATEFUL THANKS TO ROBERT LEWIS SHAW OF KERSHAW COUNTY FOR HIS THIRTY-SIX YEARS OF DEDICATED SERVICE TO THE STATE OF SOUTH CAROLINA AS A VOLUNTEER CONSTABLE AND TO WISH HIM ALL THE BEST ON THE OCCASION OF HIS RETIREMENT.

Whereas, it is with great pleasure that the South Carolina General Assembly recognizes those individuals who give tirelessly of themselves to the welfare of this great state's citizenry. Having spent his life serving others, Robert Lewis Shaw of Kershaw County exemplifies such South Carolinians; and

Whereas, in 1970, Lewis Shaw was hired as an engineer for what was to become the South Carolina Department of Health and Environmental Control (DHEC), the agency from which he retired in 2004 as deputy commissioner of DHEC's Environmental Quality Control Program. During the course of his career, in 1983 then-Governor Riley commissioned him as a state constable to help facilitate the performance of his responsibilities at DHEC, which included emergency response activities. Mr. Shaw maintained his commission throughout his time at DHEC; and

Whereas, in 1995, he began to train with the Richland County Sheriff's Office and assisted them regularly as a second officer on routine patrols. He continued this assistance with the Richland County Sheriff's Office, as well as with other area law enforcement agencies, in a variety of ways until his retirement as a state constable in 2019. Agencies he assisted include the Richland County Sheriff's Office, Lexington County Sheriff's Office, Kershaw County Sheriff's Office, Fairfield County Sheriff's Office, Newberry County Sheriff's Office, Columbia Police Department, Camden Police Department, Elgin Police Department, Winnsboro Police Department, Irmo Police Department, Myrtle Beach Police Department, Columbia College Police Department, and the State Law Enforcement Division; and

Whereas, in recognition of his spirit of excellence and dedicated service to the people of South Carolina, Lewis Shaw has been granted various honors, among them recognition by the South Carolina House of Representatives for service while providing security for the Republican presidential debate held in South Carolina (2000), a proclamation from Richland County Council recognizing his volunteer service as a state constable to the Richland County Sheriff's Department (2000), commendation from Lexington County Sheriff James Metts for contributions to the security detail for President Bill Clinton at the Columbia Metropolitan Airport during his visit to this great State (2000), and recognition by the Richland County Sheriff's Office as Richland County Constable of the Year (2018); and

Whereas, Lewis Shaw finds strength for his labors in the strong support of his family: his beautiful wife, Judy; and their four children, April, Jason, Christie, and Neal; and

Whereas, the General Assembly recognizes that the success of the State of South Carolina, the strength of its communities, and the vitality of American society as a whole depend, in great measure, upon the dedication of individuals like Robert Lewis Shaw who use their talents and resources to serve others. On the occasion of his retirement as a volunteer constable, the members extend sincere appreciation to Mr. Shaw for his many years of service and wish him much contentment and success in the years ahead. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, extend grateful thanks to Robert Lewis Shaw of Kershaw County for his thirty-six years of dedicated service to the State of South Carolina as a volunteer constable and wish him all the best on the occasion of his retirement.

Be it further resolved that a copy of this resolution be presented to Robert Lewis Shaw.
