A HOUSE RESOLUTION

TO CONGRATULATE FRANK R. STOVER, JR., PELION HIGH SCHOOL TEACHER OF AGRICULTURE, UPON THE OCCASION OF HIS RECENT RETIREMENT, AND TO HONOR HIS MANY ACHIEVEMENTS IN HELPING HIS STUDENTS TO GAIN KNOWLEDGE AND LIFE SKILLS THROUGH HIS DEDICATED LEADERSHIP.

Whereas, it is altogether fitting and proper that the South Carolina House of Representatives should pause in deliberations to honor those who devote themselves to the education of the young people of the Palmetto State, our future leaders; and

Whereas, Frank Stover himself graduated from Pelion High School in 1977, and in preparation for his chosen profession, he earned a bachelor's degree and a master's degree, both in agricultural education from Clemson University, in 1981 and 1986, respectively. He received thirty hours above a master's certificate, with a specialization in agricultural education in 2002, and is considered "Highly Qualified" by the South Carolina Department of Education; and

Whereas, in 2014, Mr. Stover was named Pelion High School Teacher of the Year, and in 2015, he was the recipient of the Clark Woods Distinguished Teacher Award presented by the South Carolina Association of Agriculture Educators (SCAAE); and

Whereas, he has been a member of SCAAE and the National Association of Agriculture Educators (NAAE) since he began teaching in 1981 and has served as an officer of the SCAAE numerous times, serving as region vice president five times. He served as SCAAE president in 1989-90 and 1996-97 and two terms as a member of both the State FFA Advisory Board and the South Carolina FFA Foundation Board. He currently serves as director and treasurer of the South Carolina FFA Foundation; and

Whereas, Mr. Stover has mentored nine student teachers during their student teaching, many of whom have won numerous professional awards, and their students have won countless CDEs and awards. All of these have been active in the SCAAE, serving as officers, and two have served as association president; and

Whereas, he has received numerous awards during his forty years of teaching, including recognition as South Carolina Outstanding Agricultural Educator of the Year in 2005 and South Carolina Young Farmer and Agribusiness Association's Outstanding Advisor in 2003. In 2006, he received the Honorary American FFA Degree, the highest award given by the National FFA Association. He was named Mentor Teacher of Year by the SCAAE in 2012 and 2015. In 2010, he was awarded the Honor Award by the South Carolina Soil and Water Conservation Society; and

Whereas, during Mr. Stover's years at Pelion High School, his students have garnered numerous awards through the FFA, including two national officer candidates, two Gold Emblem Chapter awards, fourteen state FFA officers, and twelve state Star Award winners; and

Whereas, CDE team accomplishments during that time include thirteen trips to National Soils; fifth place overall at National Soils in 1986, the highest ever for a team from South Carolina; first place Southern Region National Soils in 1986; twelve state-winning wildlife teams; six state champion soils teams; and five state-winning parliamentary teams; and

Whereas, the South Carolina House of Representatives, on behalf of the students and parents who are forever grateful to Frank Stover, extends deep appreciation to him for the standard of excellence to which he has inspired his students. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Frank R. Stover, Jr., Pelion High School teacher of agriculture, upon the occasion of his recent retirement, and honor his many achievements in helping his students to gain knowledge and life skills through his dedicated leadership.

Be it further resolved that a copy of this resolution be presented to Frank R. Stover, Jr.
