A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND LINDSEY WITCHER FOR HER EXCELLENT WORK WITH NIC SOUTH CAROLINA, WHO HAS COORDINATED, REWRITTEN, AND IMPLEMENTED THE NEW ETHICS FILING SYSTEM FOR THE STATE OF SOUTH CAROLINA.

Whereas, the members of the South Carolina House of Representatives are appreciative of the outstanding service rendered to this State by Lindsey Witcher in her work as the senior project manager with NIC South Carolina who was tasked with overseeing the implementation of a new, more modern, and user-friendly version of the South Carolina Ethics Commission's Public Disclosure and Accountability Reporting System; and

Whereas, a proud Clemson graduate, Lindsey earned much of her experience here in the Palmetto State. Beginning with South Carolina Interactive in Columbia, she worked nearly four years as a customer service representative and for two years as a project manager. In 2017 she began working with Colorado Interactive/Colorado.gov as a project manager, and less than a year later she was elevated to lead project manager, a position she held for two years; and

Whereas, returning to the Palmetto State in November of 2019, Lindsey joined NIC South Carolina as senior project manager. NIC South Carolina is a Columbia-based subsidiary of Tyler Technologies, a company focused on partnering with South Carolina state and local governmental entities to implement digital solutions that assist in making governmental actions for accessible; and

Whereas, NIC South Carolina worked to architect the new application and all core functionality of the South Carolina Ethics Commission's Public Disclosure and Accountability Reporting System. Alongside a local user experience firm, Truematter, which was contracted to overhaul the application's front-end experience and workflow, Lindsey oversaw the development of a new filing system for campaign disclosure reports, statement of economic interests, the public reporting tool, and the administrative tool; and

Whereas, this significant undertaking was assisted in development by the agency project team, which included Meghan Walker, executive director; Sandra Willis, program coordinator with the State Ethics Commission; J.J. Gentry, counsel, Senate Ethics Committee; Jane Shuler, chief legal counsel, Julia Foster, assistant legal counsel, and Kiara Richardson, executive assistant, all with the House Ethics Committee; and

Whereas, with a superb staff from NIC South Carolina behind her, Mrs. Witcher was supported by Jared Beaudrot, Mark Care, Chris Burdick, and Jeremy Pease; and

Whereas, after successfully launching the new Ethics Filing System on September 24, 2021, the NIC South Carolina team is currently providing invaluable post-launch support to filers and the agency project team, including time spent in late September providing prompt and detailed responses to a myriad of queries as public officials migrated to the new system, as well as weekly or biweekly Zoom calls to update the agency project team as work continues on this project; and

Whereas, the members of the House of Representatives and the House Ethics Committee wish to express their profound thanks and recognition for the exceptional work and professional service that Lindsey Witcher, along with her team at NIC South Carolina, provided to this State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and commend Lindsey Witcher for her excellent work with NIC South Carolina, who has coordinated, rewritten, and implemented the new ethics filing system for the State of South Carolina.

Be it further resolved that a copy of this resolution be presented to Lindsey Witcher.
