A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF ROY GENE RUTLAND OF NORWAY, SOUTH CAROLINA, TO CELEBRATE HIS LIFE, AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the South Carolina House of Representatives was deeply saddened to learn of the passing of Roy Gene Rutland of Norway, South Carolina, on May 30, 2022, at the venerable age of sixty-one; and

Whereas, born in Orangeburg County, Roy Gene Rutland came into this world on April 12, 1961, a son of Shelby Davis Rutland and the late Leroy John Rutland; and

Whereas, as a man who loved the outdoors, Roy ran a family logging business and took pleasure in using the latest high-tech equipment and machinery for harvesting timber; and

Whereas, while Roy was taking care of the family business, his lovely wife, Vivian, was helping to keep the South Carolina House of Representatives running smoothly in her post as director of House Word Processing, an assignment she carries out with poise and excellence to this day; and

Whereas, Roy Rutland enjoyed making people laugh, and he never met a stranger. He and his good friend James would talk for hours about nothing; and

Whereas, predeceased by his son Brian John Rutland, Roy Gene Rutland leaves to cherish his memory his wife, Vivian Hallman Rutland; his son Jason Rutland (Andrea Beason); his grandchildren, Daniel Gene Rutland and Brianna Marie Rutland; a step-grandson, Kaleb Page; his brothers, Stephen Rutland (Janice), Michael Rutland (Stacie), Keith Rutland (Christy), and Kevin Rutland; and a host of other family members and friends. He will be greatly missed. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the passing of Roy Gene Rutland of Norway, South Carolina, celebrate his life, and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be presented to Mrs. Vivian Hallman Rutland for the family.
