A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF LUCY LEE HALL GAINEY OF COLUMBIA AND TO EXTEND THE DEEPEST SYMPATHY TO HER FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina House of Representatives were deeply saddened to learn of the passing of Lucy Lee Hall Gainey of Columbia on August 20, 2021, at the venerable age of seventy-eight; and

Whereas, born in Huntsville, Alabama, on June 10, 1943, Lucy Lee Hall Gainey was the daughter of the late Mrs. N.Z. McCrary Turner and Mr. Cliff Hall, Sr. The oldest of five, Lucy attended the Madison County schools and in 1960 graduated from Councill Training High School as salutatorian of her class. During her high school years, she was a voracious reader and a very active participant in the NAACP. After high school, she graduated from Spelman College in Atlanta, Georgia, where she marched with Dr. Martin Luther King, Jr., and later graduated from Columbia College in South Carolina; and

Whereas, having moved back to Huntsville from Atlanta, she worked at Alabama A & M University in the registrar's office. From there, she left to work at Redstone Arsenal, Alabama, for the federal government and was an outstanding government employee. While there, she implemented and managed many programs for nuclear physicists and was her own "hidden figure" in the height of the civil rights movement. Lucy was efficient and effective in every task she was assigned. For her outstanding accomplishments, she received numerous awards and recognitions from management, as well as from those to whom she provided service. During her career, Lucy was dedicated to providing excellent service to the NASA community; and

Whereas, while in Huntsville, Lucy met and married the love of her life, SFC William Jewel Gainey, on May 5, 1963. Lucy and William went to Germany, where they spent most of their Army time. Upon retirement, they moved to his hometown of Columbia, and there Lucy began a new career as an executive administrator for a prominent law office; and

Whereas, Lucy and William were blessed with five amazing children. She groomed all five children to become respected leaders in the international arena. She was a strong woman who encouraged her children to pursue and achieve the American dream through education and hard work. She instilled high moral character and decency in each one of them. Most of all, she taught them the Scriptures and encouraged them to make God a part of their everyday lives. Lucy devoted her life to helping her husband in his career and raising exceptional and God-fearing children; and

Whereas, this kind and caring woman of faith was an active member of Northminster Presbyterian Church (USA) in Columbia, where she served faithfully for many years. An ordained deacon/moderator of the Northminster Presbyterian Board of Deacons, she also served as church secretary, moderator, part of the evangelism ministry, co-moderator, and part of Family Promise of the Midlands. Further, she served with Presbyterian Women, National Black Presbyterian Caucus, and For Women Only and enjoyed various study groups; and

Whereas, predeceased by her beloved William, as well as her precious daughter Lisa Dyane Gainey Eaddy, she leaves to cherish her memory her remaining children, William J. Gainey, Jr., Major General Sean A. Gainey, Nichelle Gainey, and Brigadier General Andrew C. Gainey. She also leaves twelve grandchildren, six great-grandchildren, one great-great grandchild, and other devoted family members and friends, all of whom will miss her dearly. Now, therefore,

Be it resolved by the House of Representatives:

That the South Carolina House of Representatives, by this resolution, express profound sorrow upon the passing of Lucy Lee Hall Gainey of Columbia and extend the deepest sympathy to her family and many friends.

Be it further resolved that a copy of this resolution be presented to the family of Lucy Lee Hall Gainey.
