A house RESOLUTION

 

TO RECOGNIZE AND HONOR SHELLY KELLY, GENERAL COUNSEL AND DEPUTY TREASURER FOR THE SOUTH CAROLINA OFFICE OF THE STATE TREASURER, UPON THE OCCASION OF HER RETIREMENT AFTER THIRTY-FOUR YEARS OF EXEMPLARY SERVICE TO THE STATE, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

 

Whereas, the members of the South Carolina House of Representatives have learned that Shelly Kelly will begin a well-deserved retirement after thirty-four years in state government, the last of which have been as the distinguished and highly regarded general counsel and deputy treasurer in the South Carolina Office of the State Treasurer; and

 

Whereas, Ms. Kelly earned a bachelor's degree from North Carolina State University and a juris doctorate from the University of South Carolina School of Law in order to prepare for a stellar career in state government; and

 

Whereas, she began her legal career as a staff attorney for the South Carolina Court of Appeals. Ms. Kelly then served as general counsel for the South Carolina Department of Education, where she successfully litigated high-profile cases, managed civil rights enforcement, and restructured legal operations; and

 

Whereas, after her service in the Department of Education, Ms. Kelly served as deputy director for the South Carolina Department of Health and Environmental Control, leading regulatory oversight for healthcare facilities, EMS services, and controlled-substance enforcement; and

 

Whereas, since 2019, Ms. Kelly has served as general counsel and deputy treasurer for the South Carolina Office of the State Treasurer, providing legal oversight, managing state debt issuance, and overseeing internal audits; and

 

Whereas, a seasoned legal professional with over three decades of experience in governmental law, finance, health regulation, and education policy, Ms. Kelly is retiring after thirty-four years of faithful service to the State of South Carolina; and

 

Whereas, grateful for her many years of distinguished service to the State of South Carolina, the South Carolina House of Representatives takes great pleasure in extending best wishes to Shelly Kelly as she transitions to a richly deserved retirement and the unhurried pace of the days ahead, and the members wish her many years of enjoyment in her well-earned retirement. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Shelly Kelly, general counsel and deputy treasurer for the South Carolina Office of the State Treasurer, upon the occasion of her retirement after thirty-four years of exemplary service, and wish her continued success and happiness in all her future endeavors.

 

Be it further resolved that a copy of this resolution be presented to Shelly Kelly.
