Whereas, it is with great pleasure that the South Carolina House of Representatives recognizes those individuals who give tirelessly of themselves to the welfare of this great state's citizenry. Having spent his life serving others, James Cleveland "Jim" Black of Manning exemplifies such South Carolinians; and

Whereas, Jim Black has always believed strongly in personal involvement with his community, and his convictions have led him to serve that community and beyond in numerous capacities. These include membership in the Rotary Club for fifty-six years and service as president of the Manning unit from 1972 to 1973. For his committed service, in 2009 he was voted Rotarian of the Year; and

Whereas, a man of faith, Jim finds his spiritual home at Manning United Methodist Church (UMC), where he has served as chairman of the administrative board, chairman of the Manning UMC Finance Committee, and the spearhead of church fundraising efforts to construct a new educational building; and

Whereas, further, he was a big supporter of the local Red Cross and served on the Clarendon Memorial Hospital Foundation Board, as well as the Clarendon County Chamber of Commerce Board; and

Whereas, as a businessman, Jim served as a board member of Synovus (NBSC) for forty-two years and also was a member of the South Carolina Auto Dealers Association for twenty years. For his outstanding service, he was named South Carolina Dealer of the Year in 2003 and was selected to receive the Time Magazine Quality Dealer Award; and

Whereas, moreover, this esteemed local entrepreneur was named Clarendon County Business Person of the Year in 1989. More recently, Jim Black and his wife, Nell, were presented with the Key to the City of Manning in 2010; and

Whereas, on a lighter note, Jim has been a member of the Carolina Gamecock Club for forty-six years, and in 1995 he was chosen Clarendon County USC Gamecock Fan of the Year; and

Whereas, the members of the House of Representatives recognize that the success of the State of South Carolina, the strength of its communities, and the vitality of American society as a whole depend, in great measure, upon the dedication of individuals like Jim Black who use their talents and resources to serve others. Gratefully, the House acknowledges Jim Black's invaluable and far-reaching contributions to the betterment of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor James Cleveland "Jim" Black of Manning for his many years of service to the people of Clarendon County, most particularly the citizens of Manning, and extend best wishes for much success in all his future endeavors.
