TO HONOR AND CONGRATULATE LIEUTENANT JOSHUA YATES ON HIS GRADUATION FROM THE FBI NATIONAL ACADEMY AND TO THANK HIM FOR HIS YEARS OF SERVICE TO LAW ENFORCEMENT AND HIS COMMUNITY.
Whereas, the members of the South Carolina House of Representatives were pleased to hear that on Thursday, December 11, 2025, Lieutenant Joshua Yates graduated from the highly selective FBI National Academy program in Quantico, Virginia; and
Whereas, created in 1935 to standardize and professionalize law enforcement departments across the United States, the FBI National Academy is a comprehensive ten-week residential program of accredited instruction for law enforcement leaders from all over the world and is a vital element in the continuing improvement of law enforcement standards, knowledge, and cooperation worldwide. Its mission is to support, promote, and enhance the personal and professional development of law enforcement leaders with the objective of developing purpose-driven law enforcement leaders who address emerging trends through innovative and data-driven policing in cooperation with their communities; and
Whereas, admission to the National Academy is limited to law enforcement officers who hold the rank of lieutenant or higher, have been nominated by the head of their agency, are of good moral character and reputation, and have a record of outstanding service in the law enforcement profession, among other prerequisites; and
Whereas, Lieutenant Yates has served the York County Sheriff's Office for over seventeen years where he works in the Criminal Investigation Division as a property crimes lieutenant. Among other accolades and accomplishments, he was honored by the Rock Hill Optimist Club with the Respect for Law program award for his service to the community in 2023, he completed the FBI Law Enforcement Executive Development Association Trilogy Program in April 2024, and he graduated from the Leadership York County Program through the York County Regional Chamber of Commerce in May 2025; and
Whereas, the members of the South Carolina House of Representatives value the pride that Lieutenant Yates has brought to his community and thank him for his unyielding service to the York County Sheriff's Office. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, honor and congratulate Lieutenant Joshua Yates on his graduation from the FBI National Academy and thank him for his years of service to law enforcement and his community.
