A house RESOLUTION
TO RECOGNIZE AND HONOR THE REVEREND DOCTOR ANGELA WILLIAMS OF ORANGEBURG FOR HER MANY YEARS OF SERVICE TO THE PEOPLE OF ORANGEBURG COUNTY AND TO EXTEND BEST WISHES FOR MUCH SUCCESS IN ALL HER FUTURE ENDEAVORS.
Whereas, it is with great pleasure that the South Carolina House of Representatives recognizes those individuals who give tirelessly of themselves to the welfare of this great state's citizenry. Having spent her life serving others, the Reverend Doctor Angela Williams of Orangeburg exemplifies such South Carolinians; and
Whereas, a native of Orangeburg, Angela Williams came into this world the second of seven children born to Lillie Reed and Herman Smalls. She attended the public schools of Orangeburg and graduated from Orangeburg-Wilkinson High School in 1977. Seeking additional preparation for her life's work, the young Angela furthered her education at Orangeburg-Calhoun Technical College and Voorhees College, followed by training at Benedict College in business administration and at Columbia International University, where she received master's degrees in teaching and in educational administration. She also holds an education specialist degree in curriculum and instruction from Cambridge College; received her bachelor's degree in biblical studies from the International School of Religion and her master's degree and a doctorate in divinity from the Spirit of Truth Institute in Richmond, Virginia; and holds a Ph.D. and Christian education degree from the Institute of Christian Works in Seattle, Washington. The Lord has used her to bring emotional healing to people who have been hurt, rejected, and deceived; and
Whereas, Dr. Williams is an educator, pastor, teacher, published author and poet, and a national recording artist. Using her musical skills, she continues to contribute to her hometown, performing with the Celebration Choir, as well as singing with Rosemary Griffin and Company, the National Convention of Gospel Choirs and Choruses (Orangeburg Chapter), and the recording group Seasoned. As a Christian speaker, she recently spoke at Jones Memorial AME Zion Church's Good Friday services; as a writer, she has authored Free! Not Locked Up Anymore, Spiritual Abuse in the Church, Inspired to Grow, The Grieving Process, and Behind the Mask, among numerous other publications; and
Whereas, featured in South Carolina Voyager magazine in December 2025, Angela has been nominated for various awards, including Songwriter of the Year, Emerging Gospel Artist of the Year, Female Gospel Artist of the Year, and the Pinnacle Award, bestowed by Gospel Choice Music Awards. Recently, she was granted the Phenomenal Woman Award by the School of the Great Commission in Orangeburg; and
Whereas, moreover, Angela Williams serves her God and her community as a member of Church Women United (Columbia) and the NAACP; and
Whereas, at home, this multigifted woman tutors middle school students in mathematics. She also serves as a caterer for her own business, Angi's Delights, and continues to provide personal meals for friends and family; and
Whereas, the members of the House of Representatives recognize that the success of the State of South Carolina, the strength of its communities, and the vitality of American society as a whole depend, in great measure, upon the dedication of individuals like Dr. Angela Williams who use their talents and resources to serve others. Gratefully, the House acknowledges Dr. Williams's valuable contributions to the betterment of the Palmetto State. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor the Reverend Doctor Angela Williams of Orangeburg for her many years of service to the people of Orangeburg County and extend best wishes for much success in all her future endeavors.
Be it further resolved that a copy of this resolution be presented to the Reverend Doctor Angela Williams.
